Introduction

The position is located in the ILO Decent Work Technical Support Team and Country Office for Andean Countries (DWT/CO­Lima). DWTs provide high quality, timely and integrated technical support to country offices in the design and implementation of Decent Work Country Programmes (DWCPs) in response to their requests within the framework of outcome-­based work plans. This support includes technical and policy advice, information and analyses. The incumbent will provide support in the execution of  DWCPs in Bolivia, Colombia, Ecuador, Peru and Venezuela. 

He/she will be responsible for providing technical advisory services to institutional counterparts and social partners on the measurement, analysis and design of policies encompassing a broad range of areas including the integration of employment dimension in macroeconomic and sectoral policies for generation of more and better jobs, policies and programmes on the transition from informal to formal employment, measurement and analysis of labour market information; development of information systems on employment and human resources; services of labour mediation and its coordination with vocational training services and local productive development; human resources research and the need for human resources training; design of employment­-intensive public investment programmes; advise on public employment services, employment-related International Labour Standards, employment policies and programmes for poverty reduction strategies and labour market and wage policies, employment policies and the relation with wages policies, working conditions in different circumstances including economic crisis and recovery policies and programmes to promote the labour market inclusion of vulnerable populations such as informal workers, women, youth, people with disabilities, indigenous people.

 

The position will report to the Director of DWT/CO-Lima and work in close collaboration with other Specialists in the office, across the region and with the relevant technical departments at the ILO headquarters. He/she will receive technical guidance and advice from the Employment Policy Department (EMPLOYMENT) at ILO headquarters. 
 

Specific Duties

1.    Monitor and evaluate the achievements of the economic policies in countries and advise on strategies for integration of employment goals on macroeconomic and sectoral policies to promote productivity and investment, create quality jobs, and facilitate transitions to formal jobs in the countries concerned.

2.    Advise the ministries of labour or other public counterparts, employer's and worker's organizations, and UN entities, including through social dialogue processes on the full range of issues related to employment and labour market policies and programmes as listed above.

3.    Carry out and/or lead and oversee investigations, analyses and evaluations on the above­-mentioned subjects and activities of the labour market, in rural and urban areas and advise on the design, monitoring and evaluation of policies and programmes.

4.    Design, monitor and manage development cooperation projects, including supervision of staff, and participate in negotiations for their financing, including in UN joint initiatives.

5.    Initiate, develop and maintain strong relationships with governments, social partners and stakeholders as well as with other UN organizations, academia, development banks and international development cooperation agencies active in labour market policies and related subjects with a view to developing joint activities.

6.    Perform other relevant duties as assigned.
 

These specific duties are aligned with the relevant ILO generic job description, which includes the following generic duties:

Generic Duties

1.    Design and promote a wide range of special subject- matter-­related programmes. This involves: re­analysis of complex or conflicting data, statistics and information or policy guidelines, in a manner requiring the advanced application of principles of a recognised technical specialisation.

2.    Develop and review an institutional framework, in which social partners can best improve, implement and evaluate efficient and equitable ILO action programmes.

3.    Provide policy advice to ILO's constituents on institutional strengthening, the application of ILO standards and the promotion of development cooperation activities.

4.    Formulate and submit project proposals and seek funding.

5.    Evaluate the efficiency and effectiveness of the project activities.

6.    Undertake technical advisory missions independently or in collaboration with other specialists.

7.    Conduct seminars, workshops and technical meetings and training courses.

8.    Prepare draft recommendations and guidelines for discussion and adoption as ILO Recommendations or Conventions on related technical fields.

9.    Write manuals and/or training guides on related topics.

10.    Disseminate information on programmes through publications and, press releases, as well as ensuring representation at donors' meetings, international, regional and national fora and advocacy campaigns.

11.    Monitor and coordinate research carried out by junior technical officers and external collaborators.

12.    Provide technical inputs to office documents (sectoral meetings, technical committees, regional meetings and conference reports).

13.    Participate in tripartite reviews on development cooperation activities and international meetings and conferences.
 

Required qualifications
Education

Advanced university degree in economics, political sciences, law or other relevant disciplines, with demonstrated expertise in Labour Economics.

Experience

Eight years' experience in the field of employment and labour market analysis and policies at the national level or five years at the international level.

Languages

Excellent command of Spanish and a working knowledge of a second official language (English, French) of the Organization.

Ability to: use analytical tools and qualitative and quantitative techniques; conceptualize, plan, coordinate and conduct investigations; synthesize research and reach empirically based conclusions on related subjects; provide seasoned advice on best practices to address broader issues outside the field of specialization; formulate new concepts and methodologies; develop training materials, alternative courses of action, project proposals, policy, procedural matters and present them at high-­level meetings; design and synthesize strategies for programme development in member States; produce reports (e.g. reports for regional conferences and the International Labour Conference, technical publications, training manuals and draft resolutions) and evaluate and monitor development cooperation activities and projects. Excellent computer skills including  those related to statistical data processing; guide and coordinate the duties of external collaborators, general services personnel or young professionals; 

 

Behavioural competencies

The ability to work in a multicultural environment and to demonstrate gender-­sensitive and non-discriminatory-behaviour and attitudes.
 

 


 

Conditions of employment

  • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered. In order to confirm an offer from the ILO the successful candidate will be required to undergo a medical examination.
  • The first contract will be issued for a twenty-four month period.
  • A successful external candidate will be on probation for the first two years of assignment.
  • Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.
