Introduction

The position heads the Strategic Communications (STRATCOM) Unit within the Department of Communication and Public Information (DCOMM). DCOMM works with all HQ departments and field offices to deliver the global communication strategy and is responsible for ensuring a common approach to ILO communication. That means creating engaging content, managing dissemination processes and platforms, as well as offering the services and training needed to ensure that ILO communication is consistent in message, look and practice at the global, regional and local levels.  

The role of the STRATCOM Unit is to ensure that key ILO content (communication and knowledge products) reaches external audiences in the most effective, efficient and strategic way. In doing so, it analyses the needs and behaviour of key ILO audiences and identifies the best way of reaching them with the appropriate products and through the right channels. It collaborates with internal and external stakeholders to ensure that these audiences receive, and have access to, the information they need when and where they need it. It uses innovation to develop tools to increase the reach, visibility and impact of ILO content. It also provides overall communications guidance, support and training to other departments and field offices. 

The position reports to the director of DCOMM. 
 

Specific Duties
  1. Assume responsibility  for developing and implementing  planning, marketing and dissemination strategies to ensure that key ILO content reaches and is readily available to the ILO’s main external audiences.
  2. Manage the Unit's staff and projects effectively in order to maximise available resources.
  3. Guide and provide advice and support to HQ departments and field offices in their own efforts to reach key audiences, in order to ensure a One ILO communication approach and effective and efficient marketing and dissemination results.
  4. Build synergies and partnerships with internal (DCOMM units, HQ departments and field offices) and external stakeholders such as civil society and academia to increase the dissemination, use and impact of ILO knowledge and communication and knowledge products.
  5. Coordinate the network of field communication officers by keeping them informed about plans at HQ, providing them with shareable content, and collecting information about upcoming communication plans and products in the regions.
  6. Lead the team responsible for running the ILO global website, its main social media platforms and online newsletters. 
  7. Leverage the latest communications-related technologies to deliver new ways of communicating and disseminating the ILO’s messages and work.
  8. Under the guidance of the Department Director, develop relevant strategic documents including the global communications strategy.
  9. Develop, and subsequently monitor regularly, key performance indicators, thereby assessing the impact of the ILO's communications across different platforms and audiences.
  10. As a member of DCOMM's management team, share responsibility for the delivery of the communications strategy and the management of the department, and provide support and advice to other units within and outside of DCOMM on communications and dissemination-related matters.
  11. Perform other relevant duties as assigned.

These specific duties are aligned with the relevant ILO generic job description, which includes the following generic duties:

Generic Duties
  1. Plan, direct and coordinate information work programmes. Analyse issues for their information potential and propose plans, budget and methods for handling the information dimension of the organization's activities.
  2. Organize and supervise the work of staff in the section.
  3. Advise managers and departmental heads on the information activities and projects in which communication matters can play an important role.
  4. Monitor information and services provided to external audiences so as to obtain their cooperation in promoting an accurate image of the organization and its programmes.
  5. Assess the effectiveness of the organization's communications output. Proactively identify and evaluate the need for change in the information techniques used.
  6. Write and edit communications materials for use by senior management. Organize and direct press conferences called by senior management.
  7. Plan and conduct the promotion of special events, and represent the department and the organization in relevant meetings and conferences to enlist aid and support.
  8. Represent the department and the organization at various international meetings.
  9. Serve as focal point for relations with, and support to, departments and programmes on communication and public information strategies and information dissemination.
Required qualifications
Education

Advanced university degree in communications, journalism, international relations, liberal arts or other relevant discipline.

Experience

Ten years of professional experience in public information or related fields of work of which five years at the international level.

Languages

Excellent command of two official languages (English, French, Spanish) of the Organization. One of them must be English.

Proven ability to manage and coordinate public information activities. Demonstrated ability to develop world-wide media relations and mastery of promotion and publicity techniques. Knowledge of the world news agenda and proven news judgment at senior level. Sound analytical ability in a news context and ability to identify story angles and opportunities for insertion of ILO content into story arcs. Ability to think creatively and develop news narratives, from factual account to analysis of long-term implications of events that add a distinctive ILO contribution to the public debate. Proven editorial and writing skills of the highest level; thorough familiarity with the principles of accuracy and objectivity. Demonstrable strong awareness of the challenges posed by the fast-changing global media and understanding of the importance of making full use of digital and other platforms as well as traditional ones. Knowledge of industry standards and best practice on issues of taste and decency; privacy; use of user-generated content, and the likes. 

Behavioural Competencies: 

Strong diplomatic skills, political judgment and negotiation skills to handle difficult situations. The ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
 

 


 

Conditions of employment

  • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered. In order to confirm an offer from the ILO the successful candidate will be required to undergo a medical examination.
  • The first contract will be issued for a twenty-four month period.
  • A successful external candidate will be on probation for the first two years of assignment.
  • Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.
