WFP seeks candidates of the highest integrity and professionalism who share our humanitarian principles.

Selection of staff is made on a competitive basis, and we are committed to promoting diversity and gender balance.

ABOUT WFP

The United Nations World Food Programme is the world's largest humanitarian agency fighting hunger worldwide.  The mission of WFP is to help the world achieve Zero Hunger in our lifetimes.  Every day, WFP works worldwide to ensure that no child goes to bed hungry and that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need.

ORGANIZATIONAL CONTEXT

Set in an already delicate situation, Armenia is exposed to multiple threats stemming from its geographical location that makes it prone to earthquakes, the presence of a nuclear powerplant without containment structures, the possible escalation of conflicts in the Nagorno-Karabakh, as well as its nature of landlocked country and high dependency on imports of food commodities. Such threats could therefore negatively impact on the already fragile food security situation of households as well as the political and economic stability of the country.

To that, the geo-politics of Armenia and its neighbouring countries resulted in the closure of two out of the four borders of the country, leaving open only the northern and southern corridors with Georgia and Iran respectively, thus further challenging humanitarian responses in case of potential shocks.
In line with national strategies and action plans, WFP and its partners recognize the presence of some existent, critical, yet surmountable gaps related to Emergency Preparedness, which should be urgently attended to so as to enhance response capacity of national actors and facilitate support from international actors, in particular the UN agencies.

Together with the Government, WFP has formulated a five-year Country Strategic Plan (CSP) plan to support increased access to food and nutrition security for the Armenian population. The strategy includes improving the resilience of the Armenian society through disaster risk reduction and emergency preparedness activities mitigating multiple shocks. The CSP also includes activities to improve access to nutritious food via nutrition-sensitive Food Value Chains, strengthening of national systems to address malnutrition and the creation of a transformative School Feeding models.

While acknowledging the pivotal importance of having distinct investments in  emergency preparedness for multiple  shocks and taking into account the on-going work of the Inter-Agency Standing Committee (IASC) for the Contingency Plan and sector response plans, the Logistics Cluster Assessment (LCA) findings and WFP’s current preparedness gaps, the Country Office has received funds to support specific activities, that will enhance national response capacity, establish models for social protection  and support WFP’s ability to deliver emergency support in a timely manner.

Specifically, WFP will support the setup of beneficiary registration protocols and feedback mechanisms, a Simulation Exercise (SimEx) in partnership with other UN agencies and Government, will engage for setting up staging areas in Gyumri airport, will support the Information and Communication Technology (ICT) logistic response plan drafting, WFP’s internal protocols and business continuity for nuclear spillage, a capacity investment plan for Government, identification of shock responsive social safety models.

JOB PURPOSE

Given the above and taking into consideration the upcoming scaled-up activities, the Country Office has identified the need to hire a team which can take the emergency preparedness activities forward rapidly.  The team will be composed of a Programme Policy Consultant (Disaster Preparedness) and a support personnel (Business Support Assistant and Senior IT Solutions Associate). The team will help the Deputy Country Director to contribute to enhanced preparedness and facilitate swift delivery of aid, supporting the capacity and ability of the Government and humanitarian community to respond to needs of population affected by emergency, shocks and stressors.
