Overview of position
With COVID-19 related restrictions, program monitoring in person has become challenging for UNICEF staff. UNICEF elaborated a programme monitoring strategy that includes various approaches to ensure that the programme monitoring is done effectively and efficiently regardless restrictions and constrains imposed with COVID-19 and other security related movement restrictions. 
One of the approaches outlined in the strategy relates to collection beneficia ie feedback through phone calls to ensure the positive development of the programmes and raise problematic issues in a timely manner. Moreover, UNICEF has started to collect data to gain an nde anding f he im ac f he ed ca i n g am n beneficia ie lea ning and ellbeing.
Due to the sensitivity of conducting phone calls with mothers of children enrolled in education programs, UNICEF will only hire female contractors. 
Sexual exploitation and abuse represent a catastrophic failure to protect the people we serve. It causes harm and runs counter to all we done. UNICEF has Zero tolerance to Sexual exploitation and abuse and is putting in place strict measures in its programmes to prevent it. An adequate monitoring is essential to ensure the roll out and full compliance with the PSEA framework. 

 
Role objectives
  1. Main Duties and Responsibilities:
    1. Programme monitoring 

    x To work closely with all programme officers and programme specialist to conduct programme monitoring visits, situation analysis and collect beneficiary feedback using the dedicated tools and forms developed by the programme teams
    x  To submit of quality monitoring reports and other required documents to UNICEF focal points with a copy to programme associate- monitoring and follow up any feedback that has been received from the programme team.
    x To support regular meetings with the key stakeholders involved in the programme implementation and provide feedback to UNICEF on the matters that are of concern for the programme implementation on the ground
    x To support the programme monitoring on the ground within their respective operational areas undertaken by the donors Third Party monitors.
          x            To use PSEA tools/Check lists to monitor PSEA aspect of Program implementations
    (monitor implementation of 6 core standards of PSEA) x To work closely with PSEA focal points of each section on PSEA aspect of activities, provide recommendations, constructive comments and action points to follow-up on, under supervision of LCO PSEA Focal point
          x     To report any red-flags and concerns observed during monitoring activities on the field

Key competencies 2. Education
Under the supervision of the Education Officers and Specialist, the programme monitor will support the programme monitoring, situation monitoring and beneficiary feedback for UNICEF supported education programmes within the framework of Country Programme 2019 -2020 and Humanitarian Action for Children.
The detailed duties and responsibilities are:
x To support the programme monitoring and beneficia ie feedback through phone calls; in particular:
Cycle Baseline (to be collected at the beginning of the cycle) End of Program (to be collected at the end of the cycle)

x To work closely with Education Officers and Specialist to conduct data analysis x To ensure submission of quality monitoring reports and other required documents to UNICEF Education Specialist with a copy to Programme Associate- Monitoring.
x To support regular meetings with the key stakeholders involved in the programme implementation and provide feedback to UNICEF on the matters that are of concern for the programme implementation on the ground. x To take part in trainings organized by UNICEF, such as Kobo

Fees will be paid in 4 settlements Each payment will be accounted the 25% of the overall financial proposal that has been approved by UNICEF and reflected in the contract
The deliverables will include submission of the following documents: 
  1. Six-month plan for the programme monitoring in consultation with Education Specialist and Programme Associate- Monitoring (10%)
  2. Data entry using the tools and questionnaire agreed with relevant Sections (10%)
  3. Reports describing the feedback f m he beneficia ie elec ed in c n l a i n i h he (10%)
  4. Quarterly plan for the programme monitoring developed in consultation with Programme Associate- Monitoring and programme sections  Education, Child Survival and Development, Child Protection and Emergency (10%)
  5. At least weekly-up update to the Programme Associate - Monitoring on the progress of implementation of the monitoring plan (10%)
  6. Meetings minutes with key counterparts and UNICEF partners (10%)
  7. Programme monitoring reports using the templates provided by the programme sections (10%)
  8. Situation analysis base on the template provided by the Programme Associate- Monitoring and re de c ibing he feedback f m he beneficia ie elec ed in c n l a i n i h he
programme section (10%)
  1. Report on PSEA concerns observed during visits/meetings by using PSEA Checklist/ template (10%)
  2. Monthly meeting with PSEA focal point to provide update on monitoring progress and followup of action points in regards of PSEA (10%)

APPLICATION AND SELECTION PROCESS

The qualified female candidates are required to submit application online

x          Detailed financial proposal that includes the following  o Consultancy fees US  per month with an average of 88 working ours  o Monthly communication costs contribution that includes phone and internet 

The selection will be done by a panel approved by the Country Special Representative based on the review of the professional experienced and academic qualification in addition to the technical review (done in the form of a panel interview using combined interview technics) and financial proposal review.
The consultant will be responsible to submit a personal insurance and medical coverage plan in line with the UN regulations. 
Working Modalities: 
The programme monitor will be based in Misrata and will work from home with visits to relevant institution as required by Programme Associate- Monitoring.
