Organizational context

The International Fund for Agricultural Development (IFAD) is an international financial institution and a specialized United Nations agency dedicated to eradicating rural poverty and hunger. It does so by investing in rural people. IFAD finances programmes and projects that increase agricultural productivity and raise rural incomes, and advocates at the local, national and international level for policies that contribute to rural transformation.


The Human Resources Division (HRD) is fully integrated within the Corporate Services Department (CSD), servicing our colleagues at Headquarters as well as in the field in 40+ country offices globally, with the ambition of being a strategic, business-oriented and fully trusted professional partner with IFAD managers and staff. Its mission is to provide best practice HR policies, advice, and solutions, all of which are designed to recruit and develop the best and most appropriate talent to carry out IFAD’s mandate. Within HRD, the Talent Management Unit implements programmes and initiatives within IFAD’s integrated talent management framework, which includes HCM Profile Management, Mobility, Performance Management, Promotion, Staff Development and Learning, and Succession Planning


IFAD is seeking to develop a Consultant Roster to support the Talent Management Unit in its programmes and initiatives. This call for interest is open to nationals of IFAD Member States (the list can be found on www.ifad.org). Qualified candidates are strongly encouraged to apply.


Post's organizational accountability

Within the Talent Management Unit, consultants can be engaged to provide their expertise and skills in support of all the components of the Integrated Talent management Framework. Consultancy work could encompass short-term assignments based on deliverables as well as longer-term collaboration to support talent management programmes and processes.



 


Competencies

Technical 
•    Know-how in career management (e.g. mobility plans, career development programmes)
•    Expertise in principles and concepts of human resources management, including HR business partnering and client outreach, job classification
•    Know-how in the design and management of HR systems and tools (e.g. learning platforms, performance platforms, etc.)
•    Expertise in learning & development methodologies and strategies
•    Expertise in performance management methodologies and strategies
•    Know-how in recruitment and talent acquisition methods and processes, including proactive talent acquisition
•    Know-how in organizational development and design and strategic workforce planning

Global
Change management: Role modelling, anticipation of key risks & conflicts and formulation of contingency plans/solutions, action-oriented
Verbal communication: Clear, succinct and convincing verbal communication; highly professional, balanced and diplomatic language
Written communication: Clear, succinct and convincing written communication that is highly professional, balanced and diplomatic language   (e.g. for drafting of papers, briefings, etc.)
Analytical skills: Outstanding ability to analyse, synthesize qualitative and/or quantitative information from a variety of sources, and filter out key insights and recommendations
Stakeholder management: Strong alignment capabilities and consultation skills, building on effective interactions and relationships with different stakeholders.
Strategy implementation: Ability to lead and manage the development and implementation of HRM strategies for IFAD

 


Minimum recruitment qualifications

Academic qualification: an advanced university-level degree from an accredited institution in HR management, management, Business Administration, Psychology, and other related areas.
Experience: a minimum of 3 years of experience in HR management, talent management, recruitment, performance management, or learning management in international organizations. Experience in United Nations or International Financial Institutions would be an advantage.
Languages: Excellent English, verbal and written. 


Other information

Given the different technical and time-duration nature of assignments, IFAD is looking for consultants of varying ability and experience
Applicants to this call for interest will undergo a first level screening and those candidates meeting the minimum requirements will undergo a more in-depth assessment in order to be included in IFAD’s HRM (Talent management) Consultants Roster. Rostered consultants may be contacted for specific assignment throughout the year and the remuneration will be commensurate with candidate's qualifications, experience and skills as well as the nature of the assignment in terms of:
•    Responsibilities and complexities of the assignment
•    The degree of specialization required.
Consultants are not considered staff of IFAD. This consultancy assignment does not carry any expectation of employment, extension or conversion to another type of contract with the Fund.

Candidates may be required to deliver a presentation as well as participate in interviews.
