ABOUT THE JOB

The Consortium Manager is overall responsible to manage, coordinate and deliver the finalization of programme design, implementation methodology and tool preparation for this programme.  During implementation, the Consortium Manager will be responsible for providing overall guidance and management oversight to the work of the partners, to ensure the coordinated and quality implementation of the emergency response mechanism. The Consortium Manager will act as the day to day focal point for relevant external NGOs, UN and GoIRA stakeholders and donors, under the strategic direction of the consortium steering committee comprised of partner Country Directors.

Responsibilities:

Management Responsibilities

  • Line manage consortium management unit staff
  • Provide technical guidance and support to consortium management unit staff including performance objectives, monitoring and appraisals
  • Arrange and lead internal coordination meetings on a regular basis including with the Steering Committee for decision making purposes

Programme Cycle Management

Programme Development

  • Keep abreast of contextual humanitarian developments changes to be able to respond promptly to any protracted and emerging needs with regards to displacement and specific needs as per mainstreaming gender, age and disability; 
  • Monitor opportunities, lead the development of new initiatives and fundraise with donors on behalf of consortium partners to expand emergency response capacity
  • Assist in developing Monitoring and Evaluation tools with consortium MEAL staff

Coordination and representation

  • Collaborate with relevant internal and external technical experts on issues related to design and implementation
  • Represent the consortium at relevant coordination fora including with donors
  • Ensure integration of activities between consortium partners according to programme methodology
  • Coordinate with counterparts overseeing other programmes and consortia to align where possible and relevant
  • Pro-actively identify and develop strategic partnerships with other key national and international humanitarian actors
  • Coordinate with humanitarian response actors to promote operational coordination, effectiveness and cost-efficiency

Operations

  • Coordinate consortium-wide needs assessments, research, harmonisation and streamlining of tools and efforts
  • Ensure efficient and effective program implementation across the consortium
  • Keep budget and workplan oversight, and liaise with and support consortium partners accordingly
  • Prepare weekly, monthly, quarterly and annual reports to relevant authorities as per need
  • Work closely with programme technical staff to ensure informed and synergic emergency response, which will support early recovery and longer-term durable solution objectives.

Technical Responsibilities

  • Coordinate scale up of emergency response where additional capacity is required to meet needs
  • Advise on and promote understanding and application of policies, procedures and principles
  • Raise non-compliance issues internally as required
  • When relevant, drive development and standardization of policies and approaches aligned with global best practice
  • Develop appropriate targeting criteria and mechanisms together with partners to be used to ensure appropriate target groups identification.

Accountability

  • Monitor implementation of programme across partners, inc. utilization of budgets, in accordance with contract terms
  • Produce timely and quality internal and donor reports in line with organizational and as per contractual obligations
  • Ensure programme meets agreed accountability standards as per best practices and donor guidelines
  • Ensure a gender sensitive approach to implementation contributing to equitable access to services
  • Champion principled humanitarian implementation
  • Comply with DRC’ Staff Code of Conduct (SCC) at all times

Training and capacity building

  • Identify consortium emergency staff training needs, opportunities and deliver as feasible
  • Monitor the level of emergency-related analytical capacity needed to inform effectively programe design and delivery

ABOUT YOU

To be successful in this role you must have:

Experience and technical competencies: 

  • At least 7 years’ professional work experience in humanitarian/development contexts and a minim of 3 years’ direct emergency response experience.
  • Experience in humanitarian coordination based on sectoral standards.
  • Understanding of displacement issues and related international standards and legal frameworks.
  • Strong working knowledge and proven experience of cash voucher assistance (CVA) used in delivering support to people in need.
  • A minim of 5 years’ experience with fundraising from a variety of large humanitarian donors.
  • Ability to live and work in an insecure and volatile environment
  • Experience with protection programming and mainstreaming of protection in emergency programming is a strong asset
  • Knowledge of the local context in Afghanistan is a strong asset.
  • Full professional proficiency in English (Dari and/or Pashto - added asset)

Education/qualifications:

Relevant University degree (Master or Post graduate) in a relevant field
