The Green Climate Fund (“the Fund”) is a new multilateral fund created to make a significant and ambitious contribution to the global efforts towards attaining the goals set by the international community to combat climate change.

The Fund will contribute to the achievement of the ultimate objective of the United Nations Framework Convention on Climate Change (UNFCCC). In the context of sustainable development, the Fund will promote the paradigm shift towards low-emission and climate-resilient development pathways by providing support to developing countries to limit or reduce their greenhouse gas emissions and to adapt to the impacts of climate change, taking into account the needs of those developing countries particularly vulnerable to the adverse effects of climate change.

The Fund is governed by a Board, composed of an equal number of members from developed and developing countries. The Fund is operated by an independent Secretariat headed by an Executive Director. The Fund will pursue a country-driven approach in its operations.
The Fund seeks to recruit a Project Finance Assistant Consultant to join its team at its headquarters in Songdo, Republic of Korea, for an initial 12-month period. 

 

Role

 

Under the supervision of the Manager – Project Finance and overall guidance of the Director of the Private Sector Facility (PSF), the Assistant Consultant will support the team in the implementation of its 2021 priorities. The Assistant  consultant will provide operational, analytical and administrative support to the Private Sector Facility – Project Finance team. S/he will support the operationalization of the PSF Strategy, calling for more active pipeline development, and the advancement of Concept Notes into Funding Proposals as well as assistance for the approved proposals.

 

Duties and responsibilities

 

The Consultant will be responsible for but not limited to:

•    Support development of the Project Finance pipeline for 2021;
•    Support development of GCF’s Green Stimulus in response to the COVID19 crisis;
•    Provide support on board documents where necessary; under supervision of the Project Finance team, the junior consultant will also 
•    Support the team to analyze concept notes into funding proposals for the Board’s consideration;
•    Provide analytical support to task managers on climate, financial, economic and project / programme analysis, including but not limited to, conducting market research and financial analysis, as a part of the secondary due diligence;
•    Support the task managers/leads in the due diligence process of advancing funding proposals;
•    Support the communication with domain-level specialists and reviewers within the GCF to obtain their specific inputs on funding proposals;
•    Preparing presentations and documents for CICs and internal approval process, secretariat assessments;
•    Supporting structuring and negotiations with Accredited Entities, including but not limited to drafting term sheets and FAAs;
•    Contributing to the Private Sector Facility’s outreach efforts including potentially the 2021 GCF Private Investment for Climate Conference(s) and support for country / stakeholder engagement endeavors, webinars, etc;
•    Perform additional operation tasks assigned by the Director and other Managers.

 

Required experience and qualifications

 

•    Bachelor or Master’s (preferred) level degree, in finance, economics, international development, climate policy, environmental studies or other relevant subject(s);
•    Minimum one (1) year with a master’s level degree or two to three (2-3) years with Bachelor level degree of relevant experience or equivalent combination of relevant education and experience;
•    Experience in an international organization, preferably with a focus on climate finance;
•    Experience engaging with external clients and institutions, experience directly interacting with auditor or consultancy firm is preferred;
•    Experience of developing business, including project pipelines;
•    Experience of reviewing audited financial statements and financial models are preferred;
•    Exposure to and knowledge of emerging markets, especially in Africa, Latin America and Asia Pacific is viewed favorably;
•    Experience of market research in climate projects in developing countries; 
•    Knowledge of environment, development and climate finance;
•    Analytically minded with strong presentation skills;
•    Ability to embrace fast-paced dynamic environment and adapt to change;
•    Fluency in English is essential; knowledge of another UN language is an advantage and,
•    Proficient with Microsoft Office.
