Organizational Setting

The Plant Production and Protection Division (NSP) promotes sustainable crop production intensification and diversification. This requires the integration and harmonization of all appropriate sustainable crop production policies and practices in order to increase production in a sustainable manner to address food security and nutrition challenges while protecting the environment for future generations.

The consultant(s) would be part of the Pest and Pesticide Management Team (NSPCD), one of the six teams in the NSP Division. NSPCD leads the efforts to reduce reliance on pesticides by adopting an integrated pest management (IPM) approach and provides advice, technical support and guidance to countries aimed at improving pesticide life-cycle management in line with the FAO/WHO International Code of Conduct for Pesticide Management (the Code of Conduct). The consultants will provide expert assistance for the development and implementation of activities related to all aspects of the pesticide life cycle.

Reporting Lines

The Consultant(s) will work under the overall technical supervision of the NSPCD Team Leader and the direct supervision of an NSPCD Officer.

Technical Focus

  • Pesticide management: legislation/regulations, registration, scientific (test) data evaluation, technical standards, , trade and use, law enforcement, pesticide waste management, integrated pest management (IPM), alternatives to (chemical) pesticides including biopesticide
  • Development of international standards, guidelines, tools, information management systems
  • Surveys, data collection and analysis of pesticide data
  • Resource mobilization, including technical inputs in project formulation in area of pesticide management

Tasks and responsibilities

Experts will support the work of NSPCD through the following key functions:

  • Provide scientific, technical, regulatory and policy advice on pesticide management issues
  • Conduct technical assessment and assistance on different aspects of pesticide management, including data analysis and preparation of concept notes
  • Prepare technical guidance documents on different aspects of pesticide management such as technical guidelines and associated tools for the Code of Conduct on Pesticide management
  • Facilitate and coordinate JMPM / JMPR / JMPS experts’ inputs in development of guidelines/documents, pesticide standards and toolkit
  • Provide support in setting national/regional strategies for empty container management
  • Develop technical contents in relation to pesticide management for resource mobilization products, information tools and websites, as well as other communication products
  • Provide technical backstopping to field projects as necessary

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree in Plant Protection, Agronomy, Chemistry, or Environmental Sciences
  • At least three years of relevant professional experience in one or more areas of pesticide management
  • Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian

Technical/Functional Skills

  • Work experience with one or more aspects of pesticide management
  • Familiarity with FAO’s policies on pest and pesticide management at a national or regional level, as well as with international conventions covering aspects of pesticide management
  • Experience in scientific data evaluation and analysis in relation to pesticides, working experience on registration is preferable
  • Experience in developing technical guidance and training materials in relation to pesticide management
  • Experience in technical report writing and editing skills
  • Experience in the context of FAO and with low and middle income countries (LMICs) will be an asset
