Overview of position
Afghanistan is one of the multi hazard prone countries of South Asia, with earthquakes, floods, droughts, landslides, sandstorms, and avalanches as the common natural disasters. Heavy rain and snow cause major problems across the region almost every year. Extreme winter conditions and avalanches are also a recurrent feature in the mountainous areas of Afghanistan that make up approximately 63 per cent of the country. Poor housing provides little protection to the households in rural parts of the country. Lack of capacity and resources within government institutions further adds to the vulnerabilities of families affected or displaced by natural disasters.
Our client in Afghanistan in line with its “Disaster Risk Management and Disaster Risk Reduction Framework implements DRR activities with the overall aim of strengthening Government of Islamic Republic of Afghanistan’s (GIRoA’s) Disaster Risk Management capacities at the national, provincial and community level.
Disaster Risk Management (DRM) activities focus on selected disaster-prone communities across Afghanistan to enhance community level preparedness and response to disasters.
In addition, Our client through its Humanitarian Assistance Program (HAP) is implementing emergency response project through which natural disaster affected and displaced population is assessed and the needs for relief items are addressed by provision of NFIs and emergency shelter. Our client is the co-chair of the Emergency Shelter/Non-Food Item Cluster. Under the overall supervision of the Program Manager and Head of Sub office in the respective region; the Regional Cluster coordinator or Will support ESNFI cluster and the Humanitarian Assistance Programme (HAP) as specified below;

HUMANITARIAN CONTEXT
Conflict, natural disasters, and the sustained erosion of communities’ resilience during close to 40 years crisis continues to drive shelter and NFI needs across different population groups in Afghanistan. These pre-existing needs are further compounded by outbreak of the covid 19 with the related containment measures, resulting in massive disruptions to livelihoods. This is predominantly challenging for people already living in poverty, those that depend on the informal sector and those in underserved locations and residing in informal settlements. Across the country, the need for shelter has been reported by affected populations as their second highest priority need after food. Emergency and transitional shelter needs remain high, particularly among new and protracted IDPs, refugees and returnees who require core emergency shelter assistance, as well as longer-term shelter to recover or find a stable and safe place to live. People’s capacity to cope with repeated shocks has continued to be eroded with those who have been displaced multiple times acutely vulnerable due to their depleted financial and emotional reserves. Poor shelter, lack of winter clothing, and other household items leave people vulnerable to disease and unable to cope with Afghanistan’s harsh winters. The high need for heating and clothing coincides with limited livelihood opportunities and heightens the risk of preventable mortality among children and the elderly.

In addition to newly affected populations, more than 4.1 million people displaced since 2012 and remain in urban and rural informal settlements, residing in sub-standard shelters and lacking access to safe water and sanitation facilities, unable to contribute to their own recovery and continue to require annual winterization support. While conflict significantly impacts on access to adequate shelter, natural disasters are a contributing factor with families often unable to rebuild their shelters in the aftermath. Those whose houses were destroyed continue to live in tents or with relatives due to lack of financial resources to rebuild their shelters.

The lack of adequate shelter exposes households to a variety of risks, including the lack of privacy, safety and security, risk of eviction, exploitation and abuse, overcrowding, poor access to services, and in some cases is linked to increase in SGBV. In 2021, an estimated 6.6 million people are in need of shelter and NFIs support; of these, 2,9 million people need emergency shelter assistance (including rent support), 2.2 million people are in need of transitional shelter, 5.8 million people are in need of shelter repair and NFI assistance and 6.4 million people are in need of winterization assistance.

SCOPE OF CLUSTER
The Afghanistan Emergency Shelter and NFI cluster was established in March 2008, led by UNHCR and co-chaired by Our client. The ES/NFI cluster continues to coordinate and support access to basic lifesaving assistance through the provision of emergency shelter, shelter repair, rental support, NFIs and winterization assistance and while ensuring adequate coordination mechanisms and response capacities at national and regional levels with various line ministries. The ES/NFI cluster has established coordination mechanisms in eight sub-national levels. To enhance coordination and response, the ES/NFI cluster also has Provincial focal points in all Provinces with the sole aim to support the regional focal points in representing the cluster, sharing information on displacement, assessments, partner mapping, and response. These national and sub national roles form the ES/NFI Cluster coordination team. This team, at all levels, must ensure the inclusion of key humanitarian partners within the Cluster, respecting their mandates and programme priorities. Together with the Cluster members, the team will identify the overall requirements in responding to natural and conflict emergencies and will endeavor to ensure Cluster capacity to meet this threshold Support national cluster coordination team by providing regular information on challenges, issues, needs and any gaps for discussion at national cluster.

 
Role objectives
Lead the ES/NFI Cluster at sub national level with the regional government authorities (DoRR, ANDMA), local and national organisations and donor agencies.
  1. Collaborate with Regional Cluster Focal Point and Co-Chair the relevant Regional ES/NFI Cluster activities.
  2. In coordination with the Regional Focal Point represent the ES/NFI Cluster at Regional level with the regional government’s authorities, state representative’s institutions, local and national organisations and donor agencies.
  3. Support ES/NFI Cluster meetings and other Cluster activities at the regional level and arrange, host and organize ES/NFI cluster meetings when required in the absence of Regional Cluster focal point.
  4. Collaborate with the Regional Focal Point on the design of the Regional activities and provide support to the assessment of needs and gaps. Ensure that activities are based on and clearly in accordance with the national strategy.
  5. Contribute to the development of the ES/NFI Cluster documents at Regional Level.
  6. Convening and ensuring proper and regular functioning of ES/NFI and other necessary TWiGs at Regional level as deemed necessary and appropriate in coordination with the Regional Focal Point.
  7. In coordination with the Regional Focal Point, advocate for ES/NFI best practices including identifying and supporting appropriate capacity building activities with guidance from the Cluster Coordinator, ensuring ES/NFI cluster strategy is flagged and understood by the members, and ensure organizations comply with the strategy especially to the minimum ES/NFI standards in the strategy. Contribute to the review of the strategy as may be needed.
  8. In coordination with the Regional Focal Point ensure that agencies responses are informed at different phases of the response by appropriate ES/NFI policy and guidelines.
  9. Coordinate with other clusters or coordination forums such as IDP Taskforce/OCT, PDMC at regional level to ensure promotion of cross cutting issues, in coordination with regional focal point and represent regional ES/NFI cluster when required.
  10. Ensure close collaboration with regional cluster focal point and assist in compiling and preparing situation and biweekly reports focused on natural disaster events in the region.

In coordination with the cluster partners and provincial cluster focal points, advocate for ES/NFI best practices including identifying and supporting appropriate capacity building needs assessment and capacity building plan for partners are developed with the guidance from the Cluster Coordinator, ensuring ES/NFI cluster strategy is disseminated and understood by the members, ensure partners compliance to the strategy including the minimum ES/NFI cluster standards in the strategy and contribute to the review of the strategy as needed.
  13. In coordination with the regional cluster coordination team; ensure that partners responses are informed at different phases by appropriate ES/NFI cluster policy and guidelines.
  14. Coordinate with other clusters or coordination forums such as OCT, HRT, PDMC at regional/provincial level to ensure cross cutting issues (protection: gender mainstreaming, disaster risk reduction, disability inclusion) are integrated into response. Establish contact with Humanitarian Access Working Group (HAWG) in the region and assist partners in facilitating/negotiating access to hard to reach areas.
  15. Promote and conduct joint Post Distribution Monitoring (PDM) of the distributions conducted by ESNFI cluster partners, provide feedback to regional cluster partners and to the national cluster on good practices, lesson learned and improvements.
  16. Ensure a good track of partners that obtained Afghanistan Humanitarian Fund (AHF), closely work with national cluster, OCHA and AHF focal points in the region for monitoring the progress, evaluating the quality of the delivery and provide feedback on the performance of the partners to the national cluster.
  17. Take lead in winterization response by coordinating targets for winterization strategy, flagging needs or gaps, ensuring partners have coordinated response to avoid duplication, adherence of the partners to the cluster winterization strategy and close collaboration with DoRRs/ANDMA in the provinces to strengthen coordinated response.
  18. Maintain and update regional cluster documents, records, meeting minutes, provide information as requested by National cluster coordination team and HAP, and ensure all regional cluster meeting minutes and documents are uploaded to the ESNFI cluster website.
  19. Prepare administrative documents and tracking systems as and when needed and support field staff in coordination matters.
  20. In coordination with HAP regional field coordinator; support HAP in identifying gaps in response at regional level.
  21. Recommend and refer cluster specific needs to relevant clusters identified through MSRAF and ensure proper follow up with relevant cluster until recommend needs are addressed.
  22. Ensure ESNFI cluster and office correspondence is maintained in good order (incoming/outgoing message filling etc.) and organize and manage filing in accordance to program guidelines, keeping referal system for documentation related to the program, including MSRAF data collection and data sharing for natural disaster event is strengthened and the MSRAF online public interface (data, dashboards) is known and used by partners.
  23. Participate in emergency assessment and response activities to assess the current system and provide feedback on processes and procedures from ESNFI cluster and operations perspective.
  24. Assist Regional filed coordinator in developing regional flood contingency planning on quarterly basis.
  25. Write weekly, monthly, quarter, and annual reports on cluster specific matters, in accordance with national cluster and program requirements.
  26. Perform such other duties as may be assigned.
