Program Overview

 

Maximizing the public health impact of primary health care (PHC) systems, in line with United Nations Sustainable Development Goal 3, “Ensure healthy lives and promote well-being for all at all ages,” means ensuring quality services are accessible to all. An understanding of the geographic distribution of populations, disease burden, health care resources, and infrastructure is intrinsically part of this health care delivery goal.

 

The GRID3 (Geo-Referenced Infrastructure and Demographic Data for Development) project was initiated to improve quality and completeness of digital geospatial data. Data collection integrates country-level and community-level knowledge with the latest technical approaches, including machine learning, to produce fine-scale, precise mapping products. Data are non-proprietary, open-source, and include settlement mapping that is augmented in select countries by additional population, boundary, and infrastructure mapping. The GRID3 datasets have been applied usefully to campaign-based health delivery, such as vaccines. The return on investment in the creation of this resource depends on the use of GRID3 data to solve country challenges and improve existing programs. Many countries continue to lack the resources, expertise, or awareness to advance use of available geospatial data for primary healthcare beyond the traditional approaches of population censuses. Over the next two years, CHAI will support national and local governments in multiple countries across Africa to test GRID3 data as a tool to improve primary healthcare outcomes by adopting them into PHC programs and across planning dimensions (e.g., health financing, health workforce, supply chain, service delivery) to define health catchment areas, identify underserved populations, optimize provision of health services at health facilities and in the communities, provide steady supply of commodities, allocate resources, and improve measurement of denominators and coverage.

 

Analytics and Implementation Research Team

 

CHAI’s high-impact, transformational programs are built on our ability to apply a rigorous, analytical approach to identify actionable solutions, guide complex change processes, and measure program performance. Working at the intersection of CHAI’s global and country teams, CHAI’s Analytics and Implementation Research (AIR) Team is the organization’s central hub of robust analytics for decision-making. The team is comprised of public health scientists with training in biostatistics, epidemiology, health economics, mathematical modeling, and program evaluation. The team has programmatic expertise in CHAI’s core areas including vaccines, sexual and reproductive health, maternal and neonatal health, HIV, human resources for health, health financing, hepatitis, diarrhea, pneumonia, and TB.

 

Reporting

 

The PHC SRA will be a member of the AIR team and will report to the AIR Senior Technical Advisor; they will work across all GRID3 program project countries and will be responsible for liaising closely with the GRID3 Program Manager, and the Geospatial Epidemiologist and Country Team Associates to provide expert guidance on use case identification and feasibility toward the improvement of PHC systems.

 

Candidate profile

 

AIR is seeking a PHC SRA who will be responsible for the design and implementation of the monitoring and evaluation of the GRID3 use cases, synthesis of GRID3 lessons learned across countries, and documentation and disseminated materials for the GRID3 program. The PHC SRA will have strong applied analytical and research skills, with a background in public health or epidemiology, and experience working with low and middle-income country governments. The ideal candidate will be well-versed in primary health care systems  The ideal candidate will also have working knowledge of geographic information systems and analytics. Additionally, the candidate would be familiar with health systems strengthening concepts and approaches, and would be up-to-speed in monitoring and evaluation (M&E) theories and techniques. The ideal candidate will be a motivated and resourceful individual with superior problem-solving and communication skills. The candidate should be particularly strong in evidence-based decision-making approaches, developing impact-oriented recommendations. The ideal candidate will be able to work collaboratively in a fast-paced, multi-cultural environment, and function independently.  

Responsibilities
  • Provide expert technical guidance on identification and prioritization of use cases for GRID3 data related to optimizing primary healthcare systems.
  • Along with CHAI country associates, contribute to the planning and execution of high-impact strategies and projects to illustrate use of GRID3 data.
  • Support country teams to identify gaps where GRID3 may be ideal to address PHC-related challenges.
  • Design and support implementation of result-oriented monitoring and evaluation (M&E) methods including study protocol development, questionnaire design, data collection and analysis, and project management.
  • Translate analytics results into actionable and policy-relevant recommendations.
  • Support evaluation, documentation and dissemination of results and lessons learned from CHAI's work.
  • Develop good working relationships with internal and external stakeholders.
  • Assist with program development and grant management.
Qualifications
  • At least Masters degree with significant focus on quantitative skills (e.g., epidemiology and public/global health, economics, biology, engineering)
  • At least 4 years of relevant work experience in a field requiring analytical problem-solving with increasing levels of responsibility and leadership
  • Excellent skills in data management and statistical analysis using multiple data sources
  • Excellent with MS Office and demonstrates advanced Excel and PowerPoint skills
  • Proficient using statistical software such as Stata or SAS
  • Working knowledge of Geographic Information Systems software and GIS analytics
  • Exceptional ability to work independently, to develop and execute work-plans, and to achieve specified goals with limited guidance and oversight in a fast-paced environment
  • Demonstrated capacity to synthesize evidence into effective presentations and actionable recommendations for broad range of audience, including Ministries of Health, global donors and policy makers
  • Exceptional diplomatic and interpersonal skills, and an ability to manage challenging multi-cultural, multi-stakeholder situations to achieve intended results
  • Demonstrated capacity to thrive in a work environment where juggling parallel deliverables is the norm
  • Ability to travel up to 25% to focus countries and other locations as relevant to work (for in-country support, global meetings, etc)
