In Cambodia, CHAI provides technical and management assistance to the National Center for Parasitology, Entomology and Malaria Control (CNM) of the Ministry of Health of Cambodia with a long-term goal to enable Cambodia to achieve malaria elimination. The overall objective of CHAI’s malaria work in Cambodia is to ensure CNM has evidence-based strategies, strong operational plans and necessary financial resources to effectively implement interventions for elimination. In 2015 and 2020, CHAI helped the Cambodia government develop Malaria Elimination Action Framework (MEAF) 2016-2020 and MEAF2 2021-2025 for malaria elimination and has assisted in the mobilization of donor resources for the implementation of national strategies as per the MEAF. Cambodia has a goal of eliminating P. falciparum by 2020 and P. vivax by 2025. CHAI works closely on day-to-day basis with CNM technical units in multiple areas including strengthening clinical services through Village Malaria Workers (VMW) network and helping strengthen surveillance and analytics to improve prevention and response interventions.

 

CHAI Cambodia is seeking a Program Officer to support the national malaria elimination program in designated operational districts (ODs). Key focus areas will include the roll out of surveillance strategies in context of malaria elimination and strengthening of program management to ensure successful transition to and sustainability of the national elimination program in long term and in compliance with Program management Guidelines released by Principal Recipient of Global Fund grants in malaria in Cambodia. The Program Officer will establish and maintain direct relationships with the ODs and Health Centers (HC) and will ensure the delivery of high-quality CHAI support to these health levels. S/he will actively identify and resolve bottlenecks in implementation and work toward building the capacity at OD and HC levels as per CHAI program goals.

 

The Program Officer will be working on daily basis with 2 – 3 different ODs in Kratie province. The position reports to the Senior Program Officer and will be based at an OD office in the province with substantial travel within the province is expected.

Responsibilities
  • Work closely with Senior Program Officer and Program Manager of Sub-national Malaria Programs; the CHAI team at central and global level to ensure CHAI overall support in priority areas is delivered effectively as per CHAI goals;
  • Ensure the malaria program at OD and HC level is functioning in compliance with the donor guidelines; be responsible for the strengthening of program management including planning, budgeting, forecasting, monitoring and reporting in the designated ODs;
  • Provide regular capacity building support for the strengthening of the surveillance system at OD and HC level; ensure that the new tools planned for immediate case-based notification, response and foci investigation and response are carried out effectively;
  • Contribute to the development of training materials and support the trainings led by CNM/PHDs/ODs on case management, surveillance and program management;
  • Represent CHAI in OD-level malaria task force meetings and other such coordination mechanisms at sub-national level on regular basis;
  • Identify key impediments to the successful execution of the malaria elimination strategy at the provincial and district levels and propose solutions to rapidly address these bottlenecks;
  • Work with CHAI Global Malaria Team for the generation of evidence from the implementation of national elimination strategies;
  • Develop and present progress reports on CHAI’s sub-national support to CNM/CHAI leadership as needed;
  • Actively promote and adhere to CHAI’s safety and security plans;
  • Other responsibilities as required by the Senior Program Officer.
Qualifications

  • Bachelor’s degree with at least 3 years of work experience in public health or a health-related discipline, business administration or international development;
  • Ability to speak, read, and write Khmer
  • Prior experience of working with the Cambodian government at sub-national level with provincial and district health authorities
  • Ability to navigate complex government processes and influence decision-making in a professional and collaborative manner;
  • Proven ability to build relationships and influence stakeholders;
  • Exceptional communication skills, including the ability to create compelling, logical presentations, using PowerPoint and other tools, and a structured and assured oral and written communication style;
  • Advanced analytical skills and problem-solving with proven ability to develop and apply quantitative models using Excel and other tools to address specific challenges and improve working practices with a focus on outcomes
