Africa Health Diagnostics Platform (AHDP)

 

CHAI is currently working with Ministries of Health in 5 countries in sub-Saharan Africa to explore the potential for public private partnerships to strengthen their laboratory systems and create long-term improvements in healthcare delivery. CHAI will work with these countries to assess, design, negotiate and implement a public private partnership between partner governments and their respective private partners in order to realize this target impact. In conjunction with the AHDP program, CHAI is also supporting governments to design and implement key interventions outside of the laboratory to “close the loop” and improve patient retention through the full cascade of care, supporting the national hepatitis C program in Rwanda and the creation of a national sickle cell disease program in Ghana.

 

Analytics and Implementation Research Team

 

CHAI’s high-impact, transformational programs are built on our ability to apply a rigorous, analytical approach to identify actionable solutions, guide complex change processes, and measure program performance. Working at the intersection of CHAI’s global and country teams, CHAI’s Analytics and Implementation Research (AIR) Team is the organization’s central hub of robust analytics for decision-making. The team is comprised of public health scientists with training in biostatistics, epidemiology, health economics, mathematical modeling, and program evaluation. The team has programmatic expertise in CHAI’s core areas including vaccines, sexual, reproductive, maternal and neonatal health, HIV, human resources for health, health financing, diagnostics, hepatitis, diarrhea, pneumonia, and TB.

 

Candidate Profile

 

CHAI’s AIR team is seeking a Technical Advisor to support the AHDP program as well as the Closing the Loop projects in Ghana and Rwanda. The Technical Advisor will report to an AIR Senior Technical Advisor and will work closely with members from CHAI country and global teams including the Laboratory Services Team and Global Hepatitis Team. The Technical Advisor will also work in close collaboration with government counterparts and may interact on a regular basis with donors. While the focus of the work will be primarily on supporting the AHDP program, the candidate will need to be flexible and able to support additional CHAI programs as needed. The ideal candidate is a strong strategic thinker with experience in monitoring and evaluation (M&E), quantitative and qualitative analysis, implementation research and data visualization. We are seeking a motivated individual with superior problem-solving skills who is resourceful, humble, and a clear communicator. This individual should be able to function independently and work collaboratively in a fast-paced, multi-cultural environment.        

Responsibilities
  • Collaborate with CHAI country teams and government partners to establish a monitoring approach for the AHDP public private partnerships in each country
  • Support the development of a sustainable data dashboard to measure and track laboratory performance under the PPP that is integrated with existing data systems, as appropriate, such as the laboratory information management system (LIMS) and DHIS2
  • Build capacity locally as required for maintaining M&E systems, ensuring ongoing data use
  • Support the Closing the Loop activities in Rwanda and Ghana by conducting analyses including quantitative modeling and qualitative analysis and translate results into actionable and policy-relevant recommendations
  • Identify innovations in each AHDP country that would complement the investment in laboratory systems to ensure improved overall patient care from problem identification to successful treatment
  • Provide strategic thinking around integration of innovations into the existing health system and a means to assess their impact on health outcomes
  • Assist with program development and grant management
  • Other responsibilities as needed
Qualifications
  • At least a Masters degree with significant focus on quantitative skills (e.g., epidemiology and public/global health, economics, biology, engineering)
  • At least 5-7 years of relevant work experience in a field requiring analytical problem-solving
  • Excellent skills in quantitative modeling, data management and statistical analysis
  • Experience in developing M&E frameworks and building program indicators
  • Experience in data visualization and dashboard development
  • Demonstrated advanced Excel skills
  • Proficient statistical skills with ability to use software such as Stata or SAS
  • Exceptional ability to work independently, to develop and execute work-plans, and to achieve specified goals with limited guidance and oversight in a fast-paced environment
  • Demonstrated capacity to synthesize evidence into effective presentations and actionable recommendations for broad range of audience, including Ministries of Health, global donors and policy makers
  • Exceptional diplomatic and interpersonal skills, and an ability to manage challenging multi-cultural, multi-stakeholder situations to achieve intended results
  • Demonstrated capacity to thrive in a work environment where juggling parallel deliverables is the norm
  • Ability to travel extensively to focus countries and other locations as relevant to work (for in-country support, global meetings, etc.)
