CHAI, in partnership with its India affiliate, William J Clinton Foundation (WJCF), works in close partnership with and under the guidance of the Ministry of Health and Family Welfare (MoHFW) at the Central and States’ levels on an array of high priority initiatives aimed at improving health outcomes. Currently, CHAI works across projects to expand access to quality care and treatment for HIV/AIDS, Hepatitis-C, tuberculosis, cancer and immunization.

 

Tuberculosis Program: Private Sector Engagement Overview

 

India has the highest burden of Tuberculosis (TB) in the world, accounting for more than 27% of the global TB incidence. Of the 2.8 million annual estimated incidences, more than half access diagnosis and care in the private sector, where there are significant gaps across the care cascade because of diagnostic delays, irrational and non-standardized regimens and catastrophic health expenditure to patients. To spur scale up of continuous, end-to-end engagement and quality care to all patients, CHAI set up Patient Provider Support Agencies (PPSA) through Project Joint Effort for Elimination of Tuberculosis (JEET)  under the guidance of the National TB Elimination program (NTEP)  across seven states. In the past two years, CHAI has supported over 250,000 patients access quality care and treatment support through the project. CHAI is now setting up a new initiative, Integrated Approach Towards TB elimination (IATTBE) project based out of Durg at Chhattisgarh with the aim of expanding the reach of PPSA to not only increase case detection but also early diagnosis.

 

The care-seeking pathway for TB symptomatic patient are complex and subjective with pharmacies and informal health providers sometimes being the first point of contact, leading to diagnosis and treatment delays. IATTBE aims to address these gaps by setting-up effective, sustainable and scalable pathways to strengthen existing systems to extend quality TB diagnosis and treatment to patients seeking care in the private sector.

 

Role

 

CHAI is seeking a highly motivated, results-oriented individual with strong problem solving and analytical skills to lead the project in the district.  The Program Officer (PO) will be expected to build and manage a capable project team, foster strong relationships with the District/ State TB Cell and other stakeholders. The role will require the PO to strategize, prioritize, drive and monitor program implementation in close consultation with the National team and lead, drive and review the performance of the partner NGO in the district.

 

The ideal candidate must be strong in problem-solving, with excellent communication skills and should be able to function independently. The PO should be able to adapt to the differing needs of the program and have a strong commitment to excellence and passion for serving the vulnerable communities. Responsibilities
  • Set up and lead the overall project at Durg, Chhattisgarh including onboarding and managing partner NGOs in executing the program.
  • Interface with Government stakeholders, WHO consultants and other local stakeholders to drive private sector engagement
  • Liaise with District TB Officer (DTO) as well as other Government department functionaries’ agencies to ensure effective and sustainable partnership with the public sector
  • Manage the partner NGO team and ensure strict compliance on processes and reporting defined for the project. Support the NGO partner in planning, implementation and monitoring of project activities
  • Build capacity of field staff on relevant competencies for sustained ownership and delivery of project activities and targets
  • Review and resolve field-level challenges related to identified health care providers – formal and non-formal as well as chemist engagement with the program
  • Support with field insight and intelligence to develop the relevant communication strategy for stakeholder engagement
  • Analyse districts performance and provide inputs to the field team
  • Work with national and state stakeholders in monitoring project operations and quality of service delivery to the private sector patients
  • Provide strategic guidance to implementing partners to improve program implementation effectiveness
  • Other responsibilities as needed
Qualifications
  • Graduate/Post-graduate in Business Management Science/Public Health with at least 7+ years of strong experience of managing projects with capable public health/pharmaceutical organizations
  • Demonstrated ability to advocate and drive change in large program settings
  • High EQ and excellent interpersonal skills, especially in cross-cultural settings and highly distributed work environments with demonstrated ability to build relationships quickly
  • An excellent track record of performance and achievement of targets with superior planning and execution skill
  • Strong analytical skills and ability to drive decisions through data
  • Experience working in Chhattisgarh preferred
  • Willingness to travel at a short notice
