Project Overview:

Burkina Faso has historically allocated a large part of their national budget to finance healthcare services and has been receiving aid from a large array of regional and global partners. The government has been working on improving coordination of those external funds to avoid duplication and ensure funding is sufficient and strategically allocated. With the on-going insecurity situation in the North of the country, it has become increasingly critical to improve the way resources are prioritized, coordinated, and managed so the health response is sustained throughout the country and so the government is able to fund key reforms, including their targeted free care program and the scale-up of a high performing health insurance system.

In light of these priorities, CHAI has been asked to support the government across various health financing efforts. In the first phase of work, we have been asked to support the Ministry of Health (MoH) in better understanding the funding available and gaps to deliver on priority health interventions for the next 3 to 5 years, by conducting a resource mapping and gap analysis, in order to help mobilize additional external and domestic funding where necessary and reallocate available funds strategically. The Government has an ambition to share results at a high-level Health Financing event and would be able to use the process to illustrate steps towards aid coordination.

Areas of support for the following phases of work are being defined, and will likely include technical assistance in financial planning and management, to help improve how resources are allocated and managed from the central down to the district level, and support to institutionalize resource mapping in government processes and systems.


Position Overview:


CHAI is seeking four highly motivated Associates with outstanding credentials and analytical ability to provide integrated support to the Ministry of Health. The Associates will be based at the Ministry of Health (MOH) and Ministry of Finance (MOF) in Ouagadougou and will interact with key stakeholders from the Government and the donor and international community in Burkina Faso.


The Associates must be fluent in French and have excellent relationship building and communication skills. They must be able to function independently with minimal oversight and have a strong commitment to excellence with a keen eye for detail. This position offers a unique opportunity to work closely with a Government committed to universal access to health care through historical and innovative reforms.


The Associates will manage various pieces of work in health financing, including for development of an analysis of the country’s health system and a diagnostic of existing bottlenecks and inefficiencies, to identify opportunities for health financing reforms, as well as the implementation of various health financing activities for financial planning and management.

Please note that this is an unaccompanied post. CHAI will not be supporting relocation, housing and transportation for dependents & spouses of employees based in Burkina Faso, at this time.


• Support the government to apply resource mapping results to identify gaps against strategic plans and guide the allocation of resources, as well as to strengthen planning processes and other government priorities
• Support the design and implementation of a health system diagnostic to identify sources of inefficiency and opportunities for reform to strengthen the health system of Burkina
• Manage the development of key work products, including analyses, presentations, and concept notes across health financing workstreams
• Develop situational analyses, including capacity assessment and stakeholder mapping, to inform support to governments on areas including financial management, pooling and purchasing reforms. This includes assessing and meeting with partners to be involved locally, regionally and internationally in the medium term to long-term.
• Scope new opportunities for technical assistance in health financing, working closely with the ministry of health
• Pursue opportunities for collaboration with other CHAI teams, helping to build a cross-cutting community of practice within country, organization
• Other tasks assigned by the Program Manager

  • Bachelor’s degree with at least 3 years’ work experience in a demanding private sector or public health environment
  • Self-starter with demonstrated experience launching new projects or initiatives
  • Strong quantitative, presentation, and writing skills, including fluency in MS Excel, PowerPoint, and Word
  • Excellent problem solving, analytical and quantitative skills
  • Exceptional interpersonal, written and verbal communication skills, and an ability to build professional relationships with key stakeholders, negotiate and achieve consensus
  • Ability to work on complex problems without extensive support and self-motivate
  • Ability to react quickly to ad-hoc requests while managing an existing workload and meeting deadlines
  • High level of proficiency in Microsoft Office, particularly Excel, PowerPoint, and Word
  • Fluent in English and French, proficiency in both written and verbal


  • Post graduate degree
  • Experience working in management consulting, business strategy groups, investment banks, or similar fast-paced results-oriented environments
  • Experience working with governments and international partners
  • Previous work experience in sub-Saharan Africa
  • Experience living or working in high-risk countries.
