Background

Following the approval of Cabinet, the Bahrain’s Sustainable Energy Unit (SEU) was established in November 2014 by way of a formal agreement between the Minister of Energy and the UNDP.

The key objectives of the unit are to develop a cohesive and sustainable energy policy and to promote Renewable Energy, Energy Efficiency and Conservation in the country. The unit will also work towards bridging the legal, institutional, and capacity gaps in order for the Bahrain energy sector to meet the future challenges.

SEU is the entity mandated to lead and promote energy efficiency practices, transfer and diffuse renewable energy technologies and draft related policies and regulatory frameworks in close coordination with stakeholders and partners in the Kingdom of Bahrain. SEU has developed the National Energy Efficiency Energy Action Plan (NEEAP) and the National Renewable Energy Action Plan (NREAP) in accordance with the guidelines of the League of Arab States, with articulated targets that will eventually be the base for developing the National Energy Policy.

 

SEU is seeking to contract on a long term agreement a maximum  of 2 qualified Civil Service & Ministry of Finance Process Specialists with experience in the assessment of forms, proposals and programmes within the Kingdom Of Bahrain, proven ability to deliver Projects within the context of Bahrain’s Civil Service Bureau and Ministry of Finance and National Economy and a strong understanding of the multifaceted technical, financial, environmental and social feasibility and impact assessments required for such projects. The Civil Service & Ministry of Finance Process Specialist will assist the SEU project in delivering advice to the Sustainable Energy Authority of the Kingdom of Bahrain and furthering the implementation of the NREAP & NEEAP by securing appropriate approvals for human resources and budgetary allocations as per national rules, regulations and laws

Organization Chart

  • Establish evaluation criteria in line with the applicable laws and practices within CSB to evaluate draft organization chart prepared by SEA.
  • Prepare an evaluation report for the organization chart identifying areas of improvements / changes required.
  • Assist Implementing Partner HR personnel in aligning the organization chart with best practices and modules available in the government structure by conducting a benchmarking exercise and preparing a recommendation report.

 

  • Lead consultations with the Implementing Partner, CSB, MOFNE and relevant stakeholders to finalize organization chart.

Job Descriptions

  • Conduct a gap analysis for the job descriptions drafted by Implementing Partner HR personnel against the adopted job descriptions for similar positions in the global market.
  • Lead consultations with the Implementing Partner and CSB to finalize Job Descriptions.

Manpower budget distribution

  • Establish evaluation criteria in line with the applicable laws and practices within CSB and MOFNE to evaluate draft manpower budget estimates prepared by SEA.

 

  • Lead consultations with the Implementing Partner and CSB to prepare and complete the required forms and paperwork for the finalization of the budget prepared by SEA.

Initial Financial Expenditure Planning

  • Prepare proposed statement of current financial position of SEA for SEA/SEU/MOFNE consideration.
  • Propose draft forms, procedures and processes for final accounting & auditing as per MoFNE rules, regulations, circulars and instructions.
  • Meet respective representatives in MOFNE to discuss proposals and attend meetings with MOFNE/SEA/SEU and other stakeholders to develop proposals for chapter 8 project budgets.
  • Follow processes to seek approval and implement the opening of official SEA bank account.

Benchmarking and Training

  • Meet with and discuss processes and authority establishment procedures with national entities within similar roles in Bahrain.
  • Provide training for SEA staff on Public Budget law, MOFNE Central Finance Manual and relevant processes developed to address each.

Budget distribution justification

  • Prepare budget distribution justification memorandums for SEA/MOFNE review

  • Establishing budget codes and account names as per MoFNE for revenue and expenditures classification and link with organization chart.

Budget Estimates for the years 2021 - 2023

  • Estimate total budget expenditures for the years 2021-2023.
  • Estimates total of all resources for budget expenditures for the years 2021-2023.

  • Distribute approved budget in line with proposals as per budget codes and cost centers.
  • Complete relevant MoFNE budget forms for recurrent and project expenditures for SEA/MOFNE review.

Required Skills and Experience

Qualifications:

  • A graduate degree in economics, finance, project management or other related fields.

 

Experience

  • The candidate must have at least 20 years of relevant experience in the fields of Finance and Finance, large project finance & budget preparation, national budget and audits, civil service budget and organisational process negotiation.
  • Proven experience in delivering advice in regard to the preparation and approvals of budgets for government entities.
  • Good knowledge of Bahraini ministerial processes and approvals.
  • Proven experience in preparation of organisational structures for government entities and negotiations with Civil Service Bureau.
  • Proven experience and knowledge of Bahraini Ministry of Finance and National Economy circulars, rules and regulations in regard to financial operations of public entities.
  • Proven experience in strategic planning at national level. 
  • Prior experience with United Nations agencies is an advantage.

 

Language Requirement

  • Proficiency in written and spoken English and Arabic are required, while proficiency in other official UN languages are an asset.
