Background
Following the approval of Cabinet, the Bahrain’s Sustainable Energy Unit (SEU) was established in November 2014 by way of a formal agreement between the Minister of Energy and the UNDP.
The key objectives of the unit are to develop a cohesive and sustainable energy policy and to promote Renewable Energy, Energy Efficiency and Conservation in the country. The unit will also work towards bridging the legal, institutional, and capacity gaps in order for the Bahrain energy sector to meet the future challenges.
SEU is the entity mandated to lead and promote energy efficiency practices, transfer and diffuse renewable energy technologies and draft related policies and regulatory frameworks in close coordination with stakeholders and partners in the Kingdom of Bahrain. SEU has developed the National Energy Efficiency Energy Action Plan (NEEAP) and the National Renewable Energy Action Plan (NREAP) in accordance with the guidelines of the League of Arab States, with articulated targets that will eventually be the base for developing the National Energy Policy.
SEU is seeking to contract on a long term agreement a maximum of 2 qualified Civil Service & Ministry of Finance Process Specialists with experience in the assessment of forms, proposals and programmes within the Kingdom Of Bahrain, proven ability to deliver Projects within the context of Bahrain’s Civil Service Bureau and Ministry of Finance and National Economy and a strong understanding of the multifaceted technical, financial, environmental and social feasibility and impact assessments required for such projects. The Civil Service & Ministry of Finance Process Specialist will assist the SEU project in delivering advice to the Sustainable Energy Authority of the Kingdom of Bahrain and furthering the implementation of the NREAP & NEEAP by securing appropriate approvals for human resources and budgetary allocations as per national rules, regulations and laws

Required Skills and Experience
Qualifications:
- A graduate degree in economics, finance, project management or other related fields.
Experience
- The candidate must have at least 20 years of relevant experience in the fields of Finance and Finance, large project finance & budget preparation, national budget and audits, civil service budget and organisational process negotiation.
- Proven experience in delivering advice in regard to the preparation and approvals of budgets for government entities.
- Good knowledge of Bahraini ministerial processes and approvals.
- Proven experience in preparation of organisational structures for government entities and negotiations with Civil Service Bureau.
- Proven experience and knowledge of Bahraini Ministry of Finance and National Economy circulars, rules and regulations in regard to financial operations of public entities.
- Proven experience in strategic planning at national level.
- Prior experience with United Nations agencies is an advantage.
Language Requirement
- Proficiency in written and spoken English and Arabic are required, while proficiency in other official UN languages are an asset.
