Please note that this position is funded under an Extra-Budgetary (ExB) projects, which end on 15 December 2023. The contract will be issued until 15 December 2023 and the extension is subject to the availability of funds. 

 

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

 

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

 

The Conflict Prevention Centre (CPC) plays a key role in supporting and co-ordinating the OSCE's activities in the field, in providing analysis and policy advice to the Secretary General (SG) and the Chairmanship, in leading work on all aspects of the conflict cycle, and in supporting the various formats dealing with protracted conflicts. The CPC also serves as the focal point in the Secretariat for co-ordinating and developing the OSCE's role in the politico-military dimension.

 

The Policy Support Service (PSS) serves as the Organization's primary point of contact on all matters concerning field operations; it monitors the implementation of the mandates of the individual field operations and advises the SG and the Chairmanship on related policy and operational issues. It also analyses early-warning signals regarding the situation in the field and recommends the implementation of relevant preventive or reactive action. Support provided to the SG and the Chairmanship includes background information, policy support and advice, input to speeches and travel files as well as drafting summary records. PSS facilitates the co-ordination of programmes and activities among field operations and with those of OSCE specialized units within the Secretariat and institutions and assists field operations with their input to the budget cycle process. PSS also provides support for the Chairperson-in-Office's representatives dealing with protracted conflicts and related formats.

 

The PSS is composed of four regional desks covering Eastern Europe, South-Eastern Europe, the South Caucasus and Central Asia.

     
Tasks and Responsibilities    
     
   

As Programme Co-ordinator, you will be responsible for overall implementation of the EU-funded Extra-budgetary Repository Programme, "Supporting a More Effective Administration of Justice in Corruption and Organized Crime Cases in the Western Balkans through Trial Monitoring". You will directly oversee the implementation of the Co-ordination Component Project of the wider Repository Programme, and liaise with and guide project officers and teams in the five South-East Europe Field Operations where the Repository Programme will be directly implemented in order to ensure coherence and consistency in implementation. Additionally, you will liaise with the Office for Democratic Institutions and Human Rights (ODIHR) on methodology and training. Reporting to the Senior Policy Support Officer in CPC, as Programme Co-ordinator you will serve as the focal point for the programme with the donor and more specifically, will be tasked with the following:

 

  1. Preparing quarterly donor reports based on quarterly project implementation reports from field operations (FOs) and ODIHR;
  2. Guiding trial monitoring teams in gathering baseline data and preparing desk reviews of the institutional, normative, and legal background of each beneficiary;
  3. Supporting the delivery of trainings to trial monitoring teams by providing quality control;
  4. Engaging in data analysis for the aggregated regional data and to provide quality assurance for all interim and final reports;
  5. Gaining and maintaining understanding and awareness of all issues related to project implementation in all field operations and ODIHR;
  6. Liaising with the EU on all matters related to project implementation and represent the Secretariat at Steering Committee meetings with the donor;
  7. Ensuring consistent application of trial monitoring methodology across all FO projects;
  8. Chairing regular co-ordination meetings of FO and ODIHR project managers;
  9. Preparing inception, interim, and final reports for the programme, based on input from FO and ODIHR project officers and with support of external consultants as necessary;
  10. In consultation with FO and ODIHR project teams, planning and organizing regional events;
  11. Performing other duties as required to implement the ExB Project.

Necessary Qualifications    
     
   
  • First-level university degree in law;
  • Second-level university degree in law, international studies, public policy, political science or related fields is desirable;
  • At least six years of progressively responsible and relevant professional experience in the fields of rule of law, human rights, and/or anti-corruption;
  • At least three years of project/programme management experience in relevant fields;
  • Experience in drafting analytical reports, and project progress and evaluation reports;
  • Experience in reviewing rule of law reform processes, capacity-building and institution-building strategies;
  • Professional fluency in English, with excellent written and spoken communication skills;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability to establish and maintain effective working relationships with people of different national, cultural and professional backgrounds, whilst remaining impartial and objective;
  • Computer literate with practical experience with Microsoft applications.

Remuneration Package    
     
   

Monthly remuneration is approximately EUR 6,502, depending on post adjustment and family status. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Other allowances and benefits are similar to those offered under the United Nations Common System.

 

Please note that appointments are normally made at step 1 of the applicable OSCE salary scale.
