The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

 

The objective of the OSCE Special Monitoring Mission to Ukraine (SMM) is to contribute, in close co-operation with OSCE institutions and other actors of the international community, to reducing tensions and fostering peace and stability in Ukraine, and ensuring the observance of OSCE principles and commitments, thus establishing conditions for inclusive political dialogue aimed at achieving a sustainable transition respecting the territorial integrity and sovereignty of Ukraine.

 

The Mission is composed of about 1500 mission members, from more than 40 participating States and has a budget over EUR 100 million.

 

The Special Monitoring Mission to Ukraine (SMM), in line with the OSCE Action Plan for the Promotion of Gender Equality, is committed to further improving gender balance among staff in all areas and levels within the SMM. We encourage qualified applicants, in particular female candidates, to apply for this position. Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a nonfamily duty station. This designation is based on the fluid and dynamic working environment in the SMM. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules.

     
Tasks and Responsibilities    
     
   

Under the direct supervision of the Head of General Services, as Building Management Officer, you will ensure that OSCE SMM premises and associated facilities (4 Buildings and 12 Offices and 30 buildings in the Field), including equipment furniture and fixture are kept in good, reliable and safe working order. You will be responsible for the organization and supervision of the Unit work, implementation of the Unit's tasks, supervision of the appropriate functioning of facility infrastructure system, provision of healthy, safe and comfortable work environment, organization of new SMM offices set-ups, new work places, refurbishment, renovation and relocation processes in SMM offices, supporting SMM field offices on matters of building and facility management.

 

More specifically, as Building Management Officer, you will be tasked with the following:

 

  1. Managing, operating, maintaining and repairing of infrastructure located in the OSCE;
  2. Identifying the requirements for repair and maintenance; assigning various tasks to work units, specific individual steps for technically complex works; establishing priorities  for the task to be completed; evaluating all technical work submitted and selecting the proposals meeting the established technical criteria;
  3. Evaluating and certifying the technical acceptance on behalf of the OSCE on completed projects and ensuring that the work is carried out in accordance with the specifications and conditions of contracts;
  4. Organizing assessments of buildings and ensuring that office space standards and building services provided comply with EU requirements;
  5. Based on past expenditure, establishing cost estimates for budget proposals; depending on the number of projects anticipated or scheduled, establishing forecasts for staffing requirements;
  6. Monitoring expenditures to keep within allotments and including data in quarterly reports;
  7. Co-ordinating the planning, designing, scheduling maintenance, construction and renovation projects in the building management field;
  8. Developing and proposing concepts for the site layout of all Building projects infrastructures in line with the user's needs, environmental and security constraints;
  9. Preparing technical justification to request additional resources from decision making bodies;
  10. Supervising and co-ordinating the implementation of projects where work is performed by contractors;
  11. Establishing concepts for office space allocation at all facilities within the Mission area of operations based on an inventory of available floor space, size of rooms and number of occupants; drawing office layouts in accordance with accepted norms; briefing the staff on how to implement relocations of staff, furniture and equipment;
  12. Reviewing requests for relocation of offices; inspecting offices to ensure that within existing constraints the optimum working environment is available to staff members;
  13. Drawing floor plans and layouts of offices, ensuring utilization of space available in accordance with accepted norms; reviewing plans with the supervisors and staff affected by relocations;
  14. Ensuring smooth continuation of project activities by initiating and following up on all tasks scheduled;
  15. Performing other duties as required.

Necessary Qualifications    
     
   
  • Citizenship of an OSCE participating State, excluding the citizenship of Ukraine;
  • First-level university degree in architecture, civil, electrical, mechanical engineering;
  • A minimum of six years of professional experience in an architectural office or civil, electrical or mechanical engineering environment or related engineering field;
  • Demonstrated knowledge of architecture, constructions, electrical and/or mechanical engineering and building management preferably in an international or Mission environment;
  • Ability to programme a number of projects simultaneously using the critical path method enabling resource levelling of manpower, materials and equipment;
  • Strong analytical and problem solving and negotiation skills;
  • Team leadership qualities;
  • Ability to use with ease CAD software;
  • Excellent written and oral communication skills in English; working knowledge of Ukrainian and/or Russian language(s) will be an asset;
  • Gender awareness and sensitivity, and ability to integrate a gender perspective into tasks and activities;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience with Microsoft applications.

Remuneration Package    
     
   

Monthly remuneration subject to social security deductions is about USD 5,080 to which is added Board and Lodging Allowance (currently EUR 125 per day subject to change without prior notice). Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
