Project Overview and Role:
* Palladium is seeking a Project Director for a Prosperity Fund health programme in China called Primary Care Response to COVID-19 (PCRC-19).
* The programme is part of the Prosperity fund China Health Programme and will promote effective management of COVID-19 and epidemic-potential disease, including for vulnerable groups, including ethnic minorities, remote rural populations, older people and socially excluded women, through three key areas at both national and local levels.
* PCRC-19 will be delivered at a national level as well as in the Sichuan and Hubei provinces.

Location: South East Asia
Reporting to: Health Cluster Lead or Business Partner, EMEA
Duration: 1 year, part- time

Responsibilities
The Programme Director will be accountable overall for performance of the Project and will line manage the Team Leader while liaising with the Palladium corporate team to ensure that Palladium processes and policies are adequately followed.

Technical Delivery
* Accountable overall for performance of the Project
* Provide guidance, oversight and quality assurance for all project activities, outputs and deliverables.
* Monitor progress on delivering outputs, use of resources, impact and results;
* Ensure timely delivery of quality services and contractual commitments outlined in the head contract;

Project Management
* Provide guidance, oversight and quality assurance for all project activities, outputs and deliverables.
* Accountable for the effective implementation of work plans to ensure delivery is on time, within budget, meets client and stakeholder expectations and is contractually compliant.

Management of the Team
* Line Manage the Team Leader.
* Ensure that the overall team is operating efficiently.
* Oversee any hiring decisions.
* Develop strong working relationships and a regular dialogue on programme progress and challenges with relevant Palladium staff.

Relationship Management
* Cultivate connections in the Chinese health sector to ensure that the programme is well placed to deliver its proposed outputs.
* Work with the Team Leader to communicate with Palladium and the FCDO on a regular basis.
* Ensure clear communication between Palladium’s corporate team and the project team
* Ensure the project complies with all corporate requirements on cross cutting business initiatives and commitments
* Represent the project to Palladium leadership

Required Qualifications:
* Educated to university degree level or above, preferably holding a Master’s degree a nd/or a M.D qualification; lack of academic background can be compensated by experience.
* Considerable experience in the health sector.
* Extensive experience of working on health programmes in China. Experience in the Hubei or Sichuan provinces highly desirable.
* Areas of experience and expertise encouraged include: Primary healthcare delivery, non-communicable diseases, monitoring and notification systems in the context of disease surveillance, and adaptive vaccination systems in the primary care settings.
* Strong pre-existing relationships with the national Chinese Ministry of Health and relevant health stakeholders, with similar relationships in the target provinces desirable.
* Expertise in building and managing programmatic relationships with high level stakeholders from government, civil society and donors involved in the Chinese health space.
* Experience working with donors on health programmes in a management role.
* Strong expertise in a man agement role in complex, large programmes, including managing and mentoring senior members of staff, with some experience doing so in China or in other low-middle income countries.
* Good understanding of governance and public administration in China.
* Strong experience in managing complex teams.
* Fluency in Mandarin and English.
