Oriental Mindoro, Philippines: Senior Expert: Baseline Assessment

Objectives/Purpose of the Assignment

 

Conduct a baseline assessment of indicators pertaining to the five selected agri micro-enterprises explained above, all of which are farmer cooperatives:

  • Annual household income, expenses, and savings of farmers supplying raw material to the cooperatives (either as a member or a non-member supplier), broken down into months from January to December for 2019 and 2020;
  • Volume of raw materials received and processed per cooperative, broken down into months from January to December for 2019 and 2020.

 

Scope of Work

 

The Consultant should develop a rigorous research design and a work plan for conducting the baseline assessment. The Consultant is to come up with a representative sample to measure, as precisely as possible, the baseline indicators; the sampling techniques and procedure should be well explained.

The Consultant should use both quantitative and qualitative approaches to data sourcing and analysis; primary and secondary data sources will be explored. The data collection will apply multiplicity of methods as need for comprehensiveness, accuracy, and precision. The Consultant is also expected to explain how reliability and validity of the data collection instruments will be ascertained and enhanced.

 

The Consultant’s activities would involve:

 

  • Refining the methodology for conducting the mini survey;
  • Holding inception meeting with the project team, conducting a desk review of key relevant documents, and understanding the project design and contextual framework;
  • Designing tools / questionnaires for data collection of both qualitative and quantitative data;
  • Pre-testing the data collection tools;
  • Implementing field data collection and data entry;
  • Analyzing and synthesizing data, including identifying the key drivers;
  • Submitting data analysis and draft report for feedback;
  • Preparing a section in the report explaining how to replicate the methodology / approach
  •  upon the project’s completion for evaluation purposes; and
  • Incorporating, compiling, and submitting the final report.

GGGI will support the Consultant in the initial stage by sharing the following: (i) financial statements of beneficiary cooperatives, (ii) list of farmer-members of each beneficiary cooperative, (iii) general information regarding the cooperatives and the project, and (iv) any other background information available as requested by the Consultant.

Reporting

The Consultant shall schedule a 30-minute – 1 hour meeting every two weeks to update GGGI on overall progress.

 
Qualifications/Experience/Expertise

 

  • A Master’s degree in Economics, Sociology, Statistics, Business Administration, or a related field.
  • At least 10 years’ experience encompassing academic research and design / implementation of aid projects, preferably in agriculture or MSME development.
  • Strong track record of conducting baseline assessments and leading a stakeholder consultation for primary data collection; familiarity with sampling methodologies is essential.
  • Familiarity with the Philippines context; knowledge of and presence in Oriental Mindoro is strongly preferred.
  • Excellent communication skills (both verbal and written capacity)

The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.

 

About this project

 

The project seeks to address three interlinked challenges that hinder climate resilient and inclusive development of rural communities in the Province of Oriental Mindoro, which are

  • Low adaptive capacity against short and long-term risks of climate change;
  • Poor development of agri micro-enterprises; and,
  • Limited capacity of government and non-government stakeholders to design and implement climate resilient green growth initiatives at scale.

 In order to address the challenges, the project will

  • Develop a Climate Vulnerability and Risk Information System (CVRIS) in Oriental Mindoro and implement evidence-based policies enhancing climate resilience and productivity of the agriculture value chain;
  • Provide direct PP&E (Property, Plant, and Equipment) investment in and technical assistance for five micro-enterprises (processing calamansi, coconut, seaweed, and banana); and,
  • Establish a new Provincial Agriculture Center, which will nurture local entrepreneurs.
