To support the programme expansion and to facilitate the strategic planning, monitoring, and evaluation of the new CPD and consolidate the evidence generation and knowledge management, UNICEF LCO seeks to hire a Senior Strategic PME and Evidence Generation Consultant who will work in close coordination with the M&E specialist, Information Management Specialist, Programme Sections and the donor relations specialist, under the supervision of the Deputy Representative.

Since 2014, Libya has faced waves of armed conflict and political stalemate which has resulted in the emergence of parallel administrations, a government in the East along the UN-backed Government of National Accord in the West, and marginalization of the South. Successive governments have struggled to  assert control amid the proliferation of rival political parties and armed groups, fueled by competing external political agendas. The result has been a steady deterioration of basic services throughout Libya and a fragilized relationship between the central state and the municipalities. This has critically affected the well-being of children across Libya.

Prior to 2011, UNICEF’s programme for Libya consisted of upstream technical guidance and advocacy to the Libyan government; UNICEF LCO had a limited budget and a small staff structure. The Revolution in 2011, the outbreak of armed conflict in 2014, the sharp increase in armed conflict during 2019 and at the beginning of 2020, as well as the subsequent deterioration of basic service delivery has made it necessary for LCO to expand its programming to respond to emerging needs, including increasing human resources and funding. In 2014, UNICEF and other UN agencies were forced to evacuate from Libya and shift to a remote programming approach. In May 2018, UNICEF international staff fully returned to Tripoli after nearly four years of remote management from Tunisia. At present, UNICEF international staff rotate into Libya on a regular basis and UNICEF maintains an office in both Tunis and Tripoli.

UNICEF’s last CPD was for 2013-2014 (extended 4 times, until 2018). UNICEF has begun to implement its new expanded County Programme (2019-2020) on 1 January 2019. This CPD has been extended until 2021. The new CPD is fully funded and has led to a significant and rapid increase in the scaleup of programmes and operations within UNICEF. The current CPD was developed in close collaboration with the Ministry of Planning and other relevant line ministries. It is fully aligned with the UN Strategic Framework for Libya (2019-2020, extended to 2021).

How can you make a difference?

The consultant will support the Deputy Representative through the following services:

  1. Support the country office with the evidence generation (including oversight of IMEP and evidence generation in the CO), with a focus on roll out of the household survey (started in 2020) and follow up on discussions regarding the Multiple Indicator Cluster Survey (MICS)
  2. Support the country office in Strategic Planning, including working with sections and the PMU to set targets and priorities for 2021
  3. Support the end of year and mid-term reporting, including CRAVE, RAM, the summary report, SMQs, the CER
  4. Assist the country office with the development, monitoring and reporting on the Annual Management Plan
  5. Assist the country office with completing one evaluations, focused on the EUTF Municipality project and convergence programming and other evaluative activities (including the HQ led Blue Print Evaluation); oversee the implementation of the Evaluation Management Response plan  (2020 evaluations, including the Country Programme Evaluation)
  6. Support to the development of a new CPD, including supporting a Strategic Moment of Reflection and other required preparations
  7. Support to reporting on and drafting of the new UNSF
  8. Support the M&E and IM colleagues
  9. Support handover to PME specialist

To qualify as an advocate for every child you will have…

  • Higher degree in sociology, psychology, Law, social work or related fields, ideally a doctoral student or a PhD holder
  • The service provider/consulting agency will have programme management, monitoring and evaluation experience for child rights organizations
  • The consultant will have experience working with UNICEF in programming, planning and reporting
  • The consultant will have experience working on Libya and/or in the MENA region
  • The consultant will have fluency in written and spoke English and a track record of producing high-quality documents
  • The consultant will have international level experience in UNICEF sectors (child protection, WASH, education, etc)
  • The consultant will have experience in evidence generation and evaluation management
