PSI seeks an experienced Chief of Party (COP) to lead the management, coordination, and reporting of all activities under an anticipated 5-year USAID/PMI-funded project in Cambodia. Funded through the U.S. President's Malaria Initiative (PMI), the Cambodia Malaria Elimination Project 2 (CMEP 2) will build on previous experience, and strengthen local capacity in malaria prevention, diagnosis, and management, as well as surveillance and reporting, to reach elimination targets in Cambodia by 2025. The activity is expected to commence in six provinces: three provinces (Pailin, Batambang, and Pursat) where the U.S. President's Malaria Initiative (PMI) is currently supporting implementation of malaria elimination activities and three provinces (Kep, Kampot, and Koh Kong) where PMI is providing technical assistance to the Provincial Health Departments (PHD) to conduct these activities on their own.

The activity will support malaria control and elimination priorities as defined by the Cambodian National Center for Parasitology, Entomology and Malaria Control (CNM), especially among high-risk populations (e.g., forest workers and mobile and migrant populations [MMPs]), by implementing evidence-based interventions at the local, district, provincial, and national levels. Specifically, this activity will implement a proven public health model for malaria diagnosis and treatment; and will add a key component of prevention of reintroduction through real-time surveillance and rapid response to new malaria cases and applying a tailored approach that responds to the varying epidemiological profiles for malaria transmission in PMI supported areas. Successful implementation of this model will be a significant component of PMI's response to assist CNM to achieve their goal of eliminating Plasmodium falciparum malaria by 2023 and Plasmodium vivax malaria by 2025.

PSI Cambodia launched its malaria program in 2003 with the introduction of malaria test kits, anti-malarial drugs and insecticide-treated made available through private-sector outlets across the country. Today, PSI Cambodia works across 17 malaria-endemic provinces in Cambodia and continues to work in close partnership with the National Center for Parasitology, Entomology and Malaria Control (CNM). The focus is now on malaria elimination, with forest goers and other mobile migrant workers the highest priority for both CNM and the international health community, to eliminate anti-malarial medication-resistant malaria in Cambodia. To support elimination efforts, PSI Cambodia delivers malaria programs on remote worksites through mobile malaria workers who test and treat suspected malaria patients. PSI Cambodia staff provide monthly technical and material support to mobile malaria workers in exchange for data they have collected on the malaria caseload at their worksites which is reported directly to local health authorities and CNM. PSI Cambodia is moving its activities closer to the forest where the remaining malaria cases are found, using community engagement and as a technique to empower communities to support the malaria elimination efforts, and to continue to find, test and treat the hardest to reach cases. Under the Global Fund Regional Artemisinin Initiative 2 Elimination project, the PSI-led consortium provides technical assistance to the government to implement a core package of malaria elimination services in eight provinces.

The COP should have significant leadership, management, and international development experience; a demonstrated track record in successfully managing government, donor, and malaria community relations; a commitment to capacity building; and experience successfully conducting and implementing USAID-funded projects of similar size and scope. Your primary responsibility will be to ensure that the activity produces the results specified in annual work plans, to the required standard of quality and within the specified constraints of time and cost. The COP will act as the main point of contact with USAID and other stakeholders involved in project implementation. The COP will also ensure that the project is represented in national technical, policy, and planning forums with USAID/PMI, the Government of Cambodia, and key malaria stakeholders.

Responsibilities

Your contribution

• Lead the implementation and monitoring of the USAID Cambodia Malaria Elimination Project 2 (CMEP2)
• Oversee a management team in the main project office, as well as key teams across the other regions in Cambodia.
• Lead internal and external program planning, communication, and reporting with sub-partners (if applicable)
• Provide overall oversight of the project, including financial and contract management, and maintain effective and regular communication with donors, implementing partners, and key stakeholders within the Ministry of Health and other Cambodian government entities;
• Serve as the focal point for engaging in dialogue with the Government of Cambodia at both the central and decentralized levels, in conjunction with donors on critical issues relevant to the USAID CMEP2.
• Serve as the main point of contact/representative for the project to USAID/PMI.
• Ensure the effective use and coordination of USAID/PMI resources and the compliance of the financial systems and controls with USAID/PMI standards.

The basics

• Master's degree or higher in public health, or other field related to the activity;
• At least seven years of experience in managing and leading large, complex health activities in developing countries;
• At least two of the seven years of experience must be in malaria programming, with malaria pre-elimination/elimination experience preferred;
• Experience in maintaining relationships with a broad range of stakeholders such as host government counterparts, donors, implementing partners, and private sector entities;
• Demonstrated management and supervisory capabilities in leading large teams and projects of similar scope, including financial and human resource management skills;
• Proven leadership experience galvanizing government support and buy-in and working collaboratively with high-level stakeholders;
• Familiarity with policies and procedures of donor-funded activities;
• Excellent command of the English language, as well as excellent written and oral communication skills;
• Experience working in Cambodia or another country in the Greater Mekong Sub-Region preferred.
• References will be required.
• The successful candidate will be required to pass a background check.
