Introduction

This Technical Cooperation project reflects the common commitment of both the Government of Qatar and the International Labour Organization (ILO) to cooperate on ensuring compliance with ratified international labour Conventions, as well as achieving fundamental principles and rights at work in the State of Qatar in a gradual manner during the period 2018–2021.

The project seeks to achieve specific objectives in five areas of action, namely (i) strengthening efforts to protect workers’ wages, (ii) improving labour inspection systems and occupational safety and health measures, (iii) dismantling the current sponsorship system and improving employment conditions and recruitment procedures, (iv) enhancing capacity to address forced labour, and (v) promoting the voice of workers.

The project is located in Doha, Qatar, and will report to the ILO’s International Labour Standards Department (NORMES), and will be technically backstopped by the Fundamental Principles and Rights at Work Branch (FUNDAMENTALS) of the Governance and Tripartism Department (GOVERNANCE).

The Technical Officer will be responsible for providing technical support, and contribute to the expected outputs, and especially for implementing and monitoring the outputs on labour inspection and occupational safety and health. The Technical Officer will also contribute to the outputs on wage protection, as well as forced labour.

Under the direct supervision of the Technical Specialist responsible for the work in these areas, the incumbent will collaborate and receive guidance from technical departments (NORMES, FUNDAMENTALS, LABADMIN/OSH, MIGRANT, INWORK, ACTRAV and ACT/EMP) and will work closely with the ILO Regional Office for the Arab States (ROAS) and the International Training Centre of the ILO (ITCILO) in Turin.

The Technical Officer will also oversee the work of any consultants hired under these pillars of the project.

Description of Duties

1. Contribute to the day-to-day effective implementation of the project through timely provision of inputs and outputs, and planning, control, monitoring of project activities.

2. Provide advisory services on labour inspection and occupational safety and health,  forced labour and human trafficking, and wage protection, to counterparts in the Ministry of Administrative Development, Labour and Social Affairs (ADSLA) and other partners.

3. Develop training programmes, materials, tools and other resources for national constituents, in collaboration with key partners.

4. Provide technical inputs to reports, studies, technical tools and legislation, policies and programmes.

5. Support the development and implementation of strategic compliance plans, monitor progress and reporting.

6. Under the guidance of the Technical Specialists, coordinate the implementation of research related to various aspects of wage protection, forced labour, labour inspection and occupational safety and health or other related subjects.

7. Actively contribute to the drafting of communication tools under the relevant pillars, including materials targeting workers and employers.

8. Review and analyse legal and economic data on topics related to labour inspection and occupational safety and health, forced labour and human trafficking, minimum wage, and wage protection.

9. Undertake other duties as assigned by supervisor.

 

Required qualifications
Education

Advanced university degree in a relevant field, such as law, political and social sciences, economics, international development, complemented with demonstrated expertise in the field of at least one of the following two areas: labour inspection and occupational safety and health or forced labour.

Experience

At least five years of relevant professional experience, including three years at the international level, on the subject of at least one of the following two areas: forced labour or labour inspection and occupational safety and health. Experience in the Middle East is a strong advantage.

Languages

Excellent knowledge of English. In addition, knowledge of Arabic language would be an advantage.

Competencies

- Ability to provide technical advice and to guide and coordinate the work of consultants in the area of specialization.
- Ability to conceptualise and design training programmes, research and analyse complex cross-national practices and data sets covering a wide range of issues in the specialized technical field.
- Ability to formulate new concepts and methodologies.
- Ability to draft reports and prepare guidelines relating to programme development and implementation.
- Ability to provide technical support to senior specialists, carrying out project formulation and implementation.
- Ability to organize events with attention to details and be responsible for the logistics.
- Excellent analytical skills and knowledge of analytical tools and qualitative and quantitative techniques.
- Good computer skills.
- Ability to work in a multicultural environment and gender-sensitive behaviour and attitudes are also required.


 

Conditions of employment

  • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered.
