JOB PURPOSE

To perform specialized and/or standardized CBT programme-related processes and activities to support the effective delivery of assistance packages.To provide guidance and support to government and partner in implementing WFP plans. Part of the responsibility include travelling to the remote field.

STANDARD MINIMUM QUALIFICATIONS

Education: Complete secondary education, a post-secondary education or additional trainings/ courses in Social Sciences, or related area are an asset.

Languages: Oral and written fluency in Portuguese and English.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the supervision of the National Programme Policy Officer SC8, working in close collaboration with other units, and in strict observance of the WFP Guide on the Protection of Personal Data and Privacy (2017), the incumbent will perform the following tasks:

  1. Provide project support to specific and defined CBT programmes and projects of considerable size/complexity;
  2. Support and perform actions related to the implementation of the CBT Business Process Model in all phases; from the design of the project response, to the intervention set-up, the implementation and project closure;
  3. Monitor the CBT distributions to ensure compliance with WFP standard procedures;
  4. Review the daily/final distribution reports and share distribution updates with the management in Beira and Country Office (CO) if requested;
  5. Support the review of all the CP CBT invoices and thereafter ensure that the invoices are forwarded to the CO for further action;
  6. Other as required.
  7. Perform specialized and/or standardized processes and activities within the specific technical area of work supporting alignment with wider programme policies and guidelines.
  8. Provide project management and/or general office support following established targets and WFP’s policies and procedures. 
  9. Within the specific area of responsibility, compile data and support analysis and preparation of reports (e.g. food assistance needs, resource utilization, programme status, performance) in order to support operational decision-making.
ORGANIZATIONAL CONTEXT

These jobs are found in Regional Bureaux (RBs), Country Offices (COs), Area/Field Offices (AOs/FOs). Job holders typically report to a Programme Policy Officer or Head of Field Office.
At this level, job holders are expected to demonstrate responsibility and initiative to respond independently to various queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen operational problems on a daily basis. Job holders are expected to manage resources and coach and coordinate support staff.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Has worked with technical teams (i.e. programme, nutrition, VAM, etc.) Has contributed to implementation of programmes, specifically through Cash-Based-Transfer (CBT) modality. Previous experience and familiarity with Humanitarian Organizations.
