Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the Agency's activities to protect people and the environment from radiation exposure, and responds to the needs of its Member States related to nuclear safety and security.
The objective of the Division of Nuclear Installation Safety (NSNI) is to achieve and maintain a high level of safety of nuclear installations worldwide that are under design or construction or in operation. The Division does this by establishing standards of safety for the protection of health, including standards for nuclear power plants and other nuclear installations and facilities, and by providing for the application of these standards through, among other things, support for the IAEA's Technical Cooperation programme, the rendering of safety review services, the promotion of education and training, the fostering of information exchange and the coordination of research and development. In addition, the Division helps ensure safety at nuclear installations by promulgating international safety instruments such as the Convention on Nuclear Safety and the Code of Conduct on the Safety of Research Reactors. NSNI comprises five Sections\:

Main Purpose

Reporting to the Deputy Director General, Head of the Department of Nuclear Safety and Security, the Director ensures that the Division of Nuclear Installation Safety provides results based programmatic responses to Member States' priorities and the needs of the global nuclear safety and security framework in the programmatic areas outlined above. The Director also contributes to the promotion of synergies and integration, where appropriate, between safety and security as related to nuclear installation safety.

Role

The Director is\: the principal adviser to the Deputy Director General on such issues as strategy and policy, trends and emerging challenges in relevant areas, and on the relevant programmes for planning and delivery in response to the needs of Member States and the global nuclear safety and security framework; a leader, providing strategic direction towards development and implementation in the corresponding programme areas in line with a results based approach, as well as promoting good performance and teamwork, and creating an environment where staff can develop their skills and share knowledge and experience; a manager, acting in accordance with the IAEA's values and ethical standards in making decisions regarding financial, human, information and knowledge resources.

Functions / Key Results Expected

Lead the Division of Nuclear Installation Safety, providing direction and guidance to staff, and establishing and monitoring standards of excellence in performance.

Direct the development of and coordinate the assistance provided for programmes on nuclear installation safety in line with the expressed needs of Member States and a results based approach.

Lead the IAEA's activities related to supporting and further strengthening the global nuclear safety and security framework in assigned technical areas, e.g. through promoting the Convention on Nuclear Safety and the Code of Conduct on the Safety of Research Reactors, and providing for the development and updating of safety standards and their application in Member States with a view to establishing a harmonized approach at the international level.

Promote peer reviews and advisory services in an integrated and harmonized manner.

Represent the IAEA and its professional standing at international conferences and forums and liaise with senior level representatives in relevant institutions and other international organizations to gain awareness of emerging trends.

Strengthen IAEA cooperation with other international organizations and professional associations through synergetic activities.

Lead the Division's contribution to the design and implementation of the Departmental capacity building strategy and policies for safety and security activities.

Qualifications, Experience and Language skills

Master's Degree - Advanced university degree in nuclear science, nuclear engineering or other closely related field. A first level university degree with additional 5 years of relevant experience may be considered in lieu of an advanced university degree.

Minimum of 15 years of progressively responsible relevant professional experience in a National and/or International environment, with experience in a broad spectrum of nuclear safety related management areas and/or in human and financial resource management, programme planning and organizational development. At least 5 of these years should have been at the senior management or executive level.
Proven track record of excellent leadership.
Minimum of five years of working experience in international cooperation in the area of nuclear installation safety an asset.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $100800 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 50803, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
