Job Overview/Summary: 
The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Inside Syria, 7.6 million people are internally displaced and 12.2 million are in need of humanitarian assistance, with 4.8 million in hard-to-reach areas. There are 4 million Syrian refugees in neighboring countries. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair. The Iraq cross border team manages a large portfolio of operations in Hasakeh, Ar-Raqqa, and Deir ez Zor governorates in Syria, in the fields of health, protection, and economic recovery and development response for Syrian IDPs and host communities, as well as for Iraqi refugees fleeing the conflict in northern Iraq.
Under the supervision of the Grants and Partnerships Coordinator, the Grants Manager will provide support to the overall management and development of the portfolio, with a focus on post-award management (reporting, program monitoring, and compliance). It is expected that the Grants Manager will serve as a resource on the NES program portfolio and will significantly contribute to troubleshooting risks and proposing solutions to ensure IRC performance consistently meets donor expectations. The position will also support business development and donor engagement in coordination with the Grants and Partnerships Coordinator and during his/her absence. 
Major Responsibilities:
Reporting
Manage external reporting in the assigned portfolio to ensure timely delivery of high-quality reports which meet donor and IRC requirements, with support program managers/coordinators.
Work closely with the program and finance teams to develop standard reporting templates and tools that will support improved narrative, logframe and financial reporting.
Ensure draft reports are disseminated for review/feedback by the Senior Management Team, Grants and Partnerships Coordinator, and HQ staff prior to submission.
Collect and draft success stories and communication materials as necessary.
Maintain up-to-date factsheets and program mapping.
Assist capacity building of IRC program and support teams by facilitating trainings and providing support in donor reporting, indicator tracking, IRC-specific tools, and other topics as needed.
Awards Management and compliance
Monitor program alignment with donor proposals and regulations and proactively communicate deviations to Grants and Partnerships Coordinator and Senior Management Team.
Proactively identify compliance risks throughout the assigned portfolio and advice programs, support teams and senior management on necessary actions.
Keep the Grants and Partnerships Coordinator informed of any projected inabilities to meet contractual obligations, report submission and spend rates/significant budget variances. 
Lead post-award program revisions (NCEs and unfunded modifications) in liaison with program and HQ staff.
Support the Grants and Partnerships Coordinator in the organization of grant opening meetings and grant close out meetings.
Lead grant management meetings, including monthly grant review and Budget vs Actual (BVA) meetings, take minutes and action points, and follow up on progress.
Compile and respond to information requests from IRC’s regional, London, Berlin and New York offices. 
Ensure quality information management related to grants by overseeing the regular maintenance of online grant files (OTIS and Box), reporting calendars, and updating of internal IRC documentation and Grant Unit tools.
Donor relations and business development
Contribute to the proposal development and cost modification processes as requested by the Grants and Partnerships Coordinator – including compilation/editing of the technical narrative, development of budgets and budget narratives, drafting of required annexes, etc.
Assist the Senior Management Team in preparing donor briefs as needed.

Program Coordinators, Senior Grants and Partnership Officer, Finance Manager, Supply Chain Coordinator, Monitoring, Evaluation and Learning Coordinator, Deputy Director for Programs, HQ based Award Management Unit staff.
Job Requirements: 
Bachelor’s degree in relevant discipline.
3 years of professional experience with at least two years international work experience in relief or development programs, preferably in a post-conflict setting.
Demonstrable experience in grants management, including report writing and grant monitoring.
Demonstrable understanding of project planning and management cycles.
Knowledge of US Government, European (e.g. ECHO, FCDO, Sida, GFFO) and UN donor regulations, procedures and requirements.
Experience in finance management and reporting a plus.
Experience with M&E database management a plus.
Demonstrable high-level performance management and team working skills, with experience in managing a portfolio of multiple donors.
High-level of knowledge and practice with Word, Excel, Outlook, etc. required.
Ability to work well under unstable security, administrative, and programmatic pressures.
Professional fluency in spoken and written English; able to communicate concisely and with impact. Fluency in Arabic is an asset.
Flexibility to adapt to changing requirements.
Syria or regional experience a plus.
Working Environment: 
The position will be home based; however, selected candidate may be required to be based in Derek during the period employment.
