Lao PDR: Senior Energy Efficiency Expert Consultant
GGGI as GCF’s delivery partner will implement and supervise this Readiness Programme and is seeking a Senior Energy Efficiency Expert Consultant to lead the implementation and delivery of the technical aspects of the programme.
Scope of Work
The Senior Energy Efficiency Expert Consultant will be under the management of the Readiness Lead which is an existing GGGI Specialist based full-time in Lao PDR for the duration of the project. The Consultant will have the responsibility of designing an ESCO and auditing skills training curriculum at the Clean Production Center within Ministry of Industry and Commerce. The work also involves conducting at least 25 walk-through industrial energy audits and advising on appropriate technology solutions. Auditing equipment will be provided by GGGI. In addition, the Consultant will have to produce reports and deliver presentations on results of audits and support the design of financial models based on identified options.
Main tasks include:
- Support the mapping of the ESCO market in Lao PDR, including an analysis of regulatory environment, market barriers and financing options, to facilitate identification of candidates (organizations or persons) for training.
- Design and support the implementation of a gender balanced training program at the Clean Production Center within the Ministry of Industry and Commerce for the development of Energy Services Companies (ESCOs) and auditing skills. Deliver keynote speeches as part of the training program.
- Prepare and conduct at least factory-level 25 energy audits in accordance with ASHRAE[1] standard in selected industrial sub-sectors (Construction materials, Garments, Agro-processing, etc). Auditing equipment will be provided by GGGI. Preparation of audit reports.
- Prepare the assessment of technology options and support the design of financial models.
- Support the delivery of an investors’ forum with a focus on technical issues of energy efficiency.

Qualifications/Experience/Expertise
The Senior Energy Efficiency Expert is an international consultant with engineering background and extensive experience conducting energy audits for the industry sector in the ASEAN region, to be based in Lao PDR for the duration of listed activities. Key qualifications requirements include:
- At least Master’s degree in Engineering, Sciences, Economics, Environment or other related fields;
- At least 15 years of experience in industrial energy efficiency assignments at international level, especially in ASEAN region;
- Ability and experience in leading and conducting training programs;
- Strong report writing expertise and excellent written and spoken English;
- Must have certification/license from ASHRAE or equivalent with hands-on experience performing energy efficiency audits;
- Awareness of local and international best practices in the field of industrial energy efficiency;
- Solid knowledge of energy efficiency and renewable energy technical applications in industrial sector;
- Demonstrated ability to cooperate with stakeholders, including government agencies, industries, associations, etc.
- Ability to systemize, analyze and present the data;
- Good knowledge of MS Office, as well as knowledge of the task specific design and engineering software.
- Lao language skills would be an advantage
