Organizational Setting

This position is located in FAO Representation to Pakistan, based in Islamabad. The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural , fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.

Reporting Lines

Under the overall supervision of the FAO Representative, direct supervision of the International Procurement Officer, National Procurement Officer or OIC Procurement Unit and in close coordination with concerned FAO colleagues, the NPP will perform the following tasks.

Technical Focus

  • Maintain updated records of the purchase orders and LOA’s with the supporting documents
  • Prepare all documents for procurement committee meetings and perform as secretary
  • Efficient procurement & achieve value for money objective in supporting the implementation and delivery of projects/programme.

Tasks and responsibilities

  • Assist in preparing procurement plan on a quarterly basis for all office consumable items;
  • Using GRMS (Global Resource Management Systems) software for create PR (Purchase Requisition) for any type of procurement;
  • Assist the International Procurement Officer in preparing and issuing tender documents, Purchase Orders/Contracts and POs/Contracts amendments using appropriate standard models appropriate, ensuring that all relevant information has been provided and that tenders/contracts documents are complete.
  • Publish invitations to bid, clarifications, purchase orders/Contracts, amendments to PO/Contracts both by email and physically by hand when needed.
  • Respond to telephone/email queries from potential suppliers, bidders, contractors, requesters and directs queries as necessary to responsible Officers thus prepare/issue official clarifications to all invited vendors.
  • Monitor and carry out follow-up action on both invitations and POs acknowledgement, delivery by suppliers and acknowledgement by consignee, ascertain that goods are shipped according to promised schedules and arrive as per schedules in order to close PO.
  • Support in filing all procurement documents for easy retrieval when required.
  • Maintain and update the procurement monitoring date base including keeping track of all Purchase Orders issued and make recommendation for payment.
  • Serve as focal point for vendor management including vendor registration, vendor performance rating and reviewing list of invitees (vendor) for each solicitation;
  • Backstop other Procurement Associates during leave of absence.
  • Perform other related duties assigned by the supervisor

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree in Business/ Public Administration or relevant field.
  • Minimum 5 years of experience in related function.
  • Working Knowledge of English /or
  • National of Pakistan
