Reporting Officer

The general minimum requirements for working with the OSCE are:

• Excellent physical condition
• Possession of a valid automobile driving license and ability to drive using manual transmission
• Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure

The general minimum requirements for working in this field of expertise are:

• Diplomatic experience or experience working in political affairs with international organizations or governments
• Experience in preparing analytical reports
• Excellent communication and drafting skills
• Knowledge of regional political history and developments
• Diplomatic and negotiating skills
• Some knowledge of the OSCE principles and commitments

Furthermore, this level of responsibility requires the following:

Education:

First-level university education in international studies, public policy, political science or law or related fields

Experience:

Minimum 6 years of relevant professional experience

Additionally, this particular post has specific requirements:

Mandatory:

• Minimum of six years of professional experience in related field(s) in an international environment;
• Experience in report writing (analysing, summarizing, drafting, editing and clearing to a tight deadline with minimum supervision);
• Experience in relevant fields such as human rights, political affairs and/or security issues;
• Sound analytical skills;
• Cultural sensitivity, conflict sensitivity and political judgement, including ability to apply these into reporting;
• Proven experience of working in a demanding and constantly changing operational environment;
• Professional fluency in the English language with the ability to communicate and analyse clearly and concisely, especially in writing;
• Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into reporting tasks and activities;
• Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
• Readiness to deploy to various locations within Ukraine;
• Willingness to work extra, sometimes late hours.

Desirable:

• Experience in working in Eastern Europe and/or knowledge of the region;
• Experience with the OSCE and/or other international organizations;
• Working knowledge of the Ukrainian and/or Russian language(s).

Please note that the recruitment for this vacancy will be completed in phases, with selected candidates offered deployment dates according to the timing of their selection. Candidates who are found suitable, but for whom there are no vacant positions at that time, will be placed on a roster and contacted once positions become available. It is expected that the roster will remain active for a minimum of 12 months.

Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a non-family duty station. This designation is based on the fluid and dynamic working environment in the SMM. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules.

Under the overall supervision of the relevant Head or Monitoring Team Political Analysis and Reporting Co-ordinator and deputies, as Reporting Officer, you will perform the following duties:

1. Drafting the Mission's or Monitoring Team's (MT) regular and ad hoc reports while ensuring consistency and accuracy;
2. Producing analytical reports, briefing materials and trend reports, according to OSCE editorial policy to ensure the quality control;
3. Assisting in developing official responses to issues of political importance for the Mission, on a routine or ad hoc basis;
4. Analysing data to ensure quality, consistency, accuracy, objectivity, impartiality and timeliness of reports;
5. Communicating with Mission members at Head Office (HO) or Team level on information management, analysis and reporting procedures in order to ensure submission of high-quality information;
6. Participating in meetings and patrols as required;
7. Participating in the development and delivery of training to build reporting capacity in the HO or MT;
8. Integrating gender perspective in all reports and briefings;
9. Performing other duties as required.
