Background

The health, social and economic impacts of Covid-19 on poor and marginalised communities are manifold. The urban poor live in densely populated neighbourhoods, where social distancing is near impossible, and access to clean water and sanitation are limited. According to the Indonesian Bureau of Statistics (BPS), 57% of the Indonesian workforce is engaged in the informal sector. Many live in economic precarity. The government has estimated 5.2 million Indonesians will lose their jobs and 3.8 million will fall into poverty as a result of Covid-19 (Akhlas 2020). As social restrictions put pressure on families, women and children are at greater risk of domestic violence. In China, domestic violence increased three-fold after social isolation measures were implemented (WHO 2020), and rates are already increasing in Jakarta (Oktavianti 2020). Sexual and gender minorities, who already have limited work opportunities, have seen their incomes fall dramatically, and often have little family support. People with disability may have existing health conditions or be immunosuppressed, and for many, social isolation is not possible. Many have mobility concerns, and already-limited access to health care, medications, and groceries may be constrained further. Similar concerns exist for the elderly who may not have strong social support networks. In rural areas, farmers have fewer opportunities to market their goods, especially fresh vegetables and fruits.

The specific objective of the ACTION is: to enhance poor and marginalised community resilience and solidarity in responding to the impacts of pandemics. The scope of the action covers 1) support the government at all levels and communities to tackle the public health emergency caused by Covid-19 and 2) support social and economic recovery, and will be implemented in 5 provinces (Jakarta, West Java, Yogyakarta, West Nusa Tenggara and South Sulawesi), 15 sub-districts, 40 villages.

Objective

The main objective of the assignment is to conduct baseline study. The baseline study will focus on the collection of data/information for a set of performance indicators outlined in the project results framework as described in ACTION's logframe. The baseline study will form the basis for the final evaluation other than setting the baseline and helps to set targets for project indicators.

The selected Institution or a Team of Consultants will also provide recommendations and monitoring & evaluation tools for the implementation of project based on inputs from Hivos and partners.

The specific objectives of this assignment are:

  1. To produce operational means for monitoring & evaluation processes

  2. To produce operational manual for monitoring and evaluation processes

  3. To produce Baseline Analysis Report based on participatory approach

Scope of Work

The baseline study will cover target groups of the project that has been described in the proposal, including CSOs/CBOs, marginalized groups, government agencies at national, provincial as well as district/city & village level, as well as health service providers, businesses and mass media.

Timeline

It is anticipated that the Assignment will be completed within maximum of 2 months from the date of the signing of the contract between Hivos and the consultant. It includes a break between the submission of the baseline data analysis and submission of report.

Qualification & Experience:

• Minimum of 5 years of professional experience in developing M&E frameworks for national level programming.

• Proven experience with logical frameworks and other strategic planning and M&E methods and approaches (including quantitative, qualitative and participatory).

• At least 3 years’ experience in gender and human rights issues, with good program design skills, including capacity to prepare logical, coherent and consistent documents.

• Capacity to work in a multi-disciplinary team, including coordinating technical input into a framework.

• Ability to work rapidly, both in person and remotely, with team members in various locations.

Budget:

Maximum budget for the entire assignment is EUR15,000 this includes consultant’s fee, transportation, meals and accommodation
