International Consultant – Participatory Governance, UK

TASHAROC est un programme financé par le gouvernement britannique et mis en œuvre par Development Alternatives, Inc. (DAI). Europe en partenariat avec Golden Resources Solutions depuis 2017. Le programme a apporté un appui à la région de Tanger-Tétouan-Al Hoceima visant à renforcer le processus de décentralisation, la bonne gouvernance, et la démocratie participative dans l’élaboration, la mise en œuvre, et l’évaluation des politiques publiques.

L’appui du Programme TASHAROC s’opère sur trois niveaux d’interventions :

  1. Le renforcement des capacités des acteurs régionaux afin qu’ils puissent s’acquitter au mieux du rôle qui leur a été attribué dans le cadre de la loi organique 111.14 relative aux régions.
  2. La consolidation et le renforcement des mécanismes de collaboration, de concertation, et de participation citoyenne entre le Conseil de la région et les autres acteurs régionaux, notamment la société civile et les instances consultatives.
  3. Le développement et la mise en œuvre d’une stratégie de communication susceptible de servir comme levier pour le succès du développement régional.

En partenariat avec la Direction Générale des Collectivités Territoriales (DGCT) et l’Association des Régions du Maroc (ARM), TASHAROC souhaite étudier les perspectives d’opérationnalisation des recommandations issues du 1er colloque national sur la régionalisation avancée en matière de participation citoyenne, à la lumière des expériences britanniques, dans l’objectif de proposer des solutions de mise en œuvre opérationnelle des recommandations, sur la base d’un benchmark, et avec une adaptation au contexte et aux expériences marocaines.

L’opérationnalisation des mécanismes de démocratie participative était au centre des débats organisés dans le cadre de la session de la participation citoyenne de la régionalisation avancée. Lors de cette session, l’accent a été mis sur le rôle de la démocratie participative en tant que mécanisme complémentaire de la démocratie représentative et l’un des leviers de l’élaboration des politiques publiques. En effet, la démocratie participative représente un pilier fondamental pour la mise en œuvre participative de la régionalisation avancée.

Afin de réaliser cette mission, TASHAROC souhaite recruter deux consultant(e)s expert(e)s, un(e) consultant(e) ayant de l’expérience en matière de gouvernance participative au niveau du Maroc ci-après dénommé « le/la consultant(e) national(e) » et un(e) consultant(e) ayant de l’expérience dans le domaine de la démocratie participative dans le système britannique pour mener une analyse comparative, ci-après dénommé « le/la consultant(e) international(e) ». Cette mission sera mise en œuvre en trois phases :

  • Phase 1 : Appréhension du contexte général et spécifique de mise en œuvre des mécanismes de participation citoyenne au niveau des Régions Marocaines.
  • Phase 2 : Formulation des propositions des solutions de mise en œuvre opérationnelle sur la base des recommandations de la session de participation citoyenne, à la lumière de l'expérience britannique, sur la base d’un benchmark.
  • Phase 3 : Adaptation des solutions au contexte et aux expériences marocaines d’opérationnalisation des mécanismes de participation citoyenne, sur la base des recommandations de la session de participation citoyenne du premier colloque national sur la régionalisation avancée, sous-forme de proposition de solutions concrètes et optionnelles adaptées au contexte et aux expériences des régions marocaines.

TASHAROC is a UK funded programme implemented by Development Alternatives, Inc. (DAI). in partnership with Golden Resources Solutions since 2017. The programme provides support to the Tangier-Tetouan-Al Hoceima region in strengthening the regionalisation process, good governance, and participatory democracy in the development, implementation, and evaluation of public policies.

The TASHAROC Program operates on three levels of intervention:

  1. Capacity building for regional actors so that they can best fulfill the role assigned under Organic Law 111.14 relating to the regions.

  2. Consolidation and strengthening of mechanisms for collaboration, consultation and citizen participation between the Regional Council and other regional actors, in particular civil society and consultative bodies.

  3. The development and implementation of a communication strategy likely to serve as a lever for the success of regional development.

In partnership with the General Directorate of Territorial Collectivities (DGCT) and the Association of Regions of Morocco (ARM), TASHAROC wishes to study the possibilities of operationalising the recommendations from the 1st national conference on advanced regionalisation for citizen participation, with the British experience in mind, to propose tangible solutions for the operational implementation of the recommendations, and with an adaptation to the Moroccan context and experiences.

The operationalisation of the mechanisms of participatory democracy was at the centre of the debates organised in the citizen participation session of advanced regionalisation. During this session, emphasis was placed on the role of participatory democracy as a complementary mechanism of representative democracy and one of the tools for the development of public policies. Indeed, participatory democracy represents a fundamental pillar for participatory implementation of advanced regionalisation.

In order to carry out this mission, TASHAROC wishes to recruit two expert consultants, one with experience in participatory governance in Morocco hereinafter referred to as "the national consultant" and another with experience in participatory democracy in the UK system to conduct a benchmarked comparative analysis, hereinafter referred to as “the international consultant”. This mission will be implemented in three phases:

• Phase 1: Understanding of the general and specific context for the implementation of citizen participation mechanisms in Morocco at the regional level.

• Phase 2: Formulation of proposals for operational solutions to deliver the recommendations from the citizen participation session, in light of the British experience.

• Phase 3: Adaptation of the proposed solutions to the Moroccan context and experiences, based on the recommendations of the citizen participation session of the first national conference on advanced regionalisation, and adapted to the context and experiences of Moroccan regions.
