BACKGROUND
This is a local recruitment. Only Myanmar nationals, individuals with residence status or the appropriate employment visa for Myanmar are eligible to apply. The remuneration and benefits package for this position is established with reference to the local labour market and in line with the IUCN conditions of service for Myanmar.
JOB DESCRIPTION
The Mekong Peatlands Project supports the governments of Cambodia, Lao PDR and Myanmar, through a range of activities that focus on the sustainable management of peatland ecosystems. The project achieves this through a combination of activities that include: assessments, surveys, capacity building and awareness raising, mainstreaming peatlands into policy and planning, and the demonstration of sustainable peatland management practices at targeted peatland ecosystems in each of the three countries.
The project is comprised of four components:
1. Assessment and documentation of peatlands in targeted countries
2. Capacity development and policy and legal frameworks
3. Development and demonstration of sustainable peatland management
4. Regional cooperation
Also, the project contributes to regional peatland management initiatives, such as the ASEAN Programme on Sustainable Management of Peatland Ecosystems 2014-2020, the ASEAN Agreement on Transboundary Haze Pollution (2013), and the ASEAN Peatland Management Strategy 2006-2020.
MAJOR RESPONSIBILITIES
Based between the Nay Pyi Taw IUCN project office and project field office at Inle Lake, the Technical Officer will work closely with the project’s CTA (IUCN) and the Senior Technical Officer (IUCN) to provide technical assistance in implementing project activities. Under the guidance of the CTA and Senior Technical Officer, the Technical Officer will provide technical inputs and manage project activities according to their field of expertise. The position’s responsibilities include, but are not limited to:
Technical:
Provide technical inputs and manage the technical delivery of project activities through:
- Undertake research and analysis of ecosystem and/or socio-economic conditions to inform the design of project activities, and their implementation, monitoring and evaluation.
- Support the implementation of the project’s field activities in close collaboration with the project’s executing partners
- Document and maintain records of all stakeholder engagement activities.
- Coordinate project activities with stakeholders within and outside the relevant government agency and with communities at the municipal and local level.
- Handle day to day field operations
- Ensure that all ethnic minorities and disadvantaged groups are adequately informed and consulted, invited to consultation meetings, and that language is not a barrier.
- Ensure that women and men are provided equal opportunities in terms of participation and decision-making throughout the identification, design, implementation, monitoring and evaluation of activities implemented by the project.
- Collect sex disaggregated data and information and incorporate these into the project’s monitoring, evaluation and reporting process.
- Assess potential social impacts (direct and indirect) that may result from project interventions and activities, and where identified, develop mitigation measures to avoid negative impacts or compensation.
- Prepare personal monthly work plans and reports, detailed activity plans and budgets for project field activities, and field mission/ workshop reports.
- Providing implementation support to project partners where required.
- Facilitate and assist visits by the project donor, government officials and consultants in their studies, meetings and program activities including translating and interpreting, where necessary.
- Managing project funds for field operations and taking responsibility for expenditures of project funds and reporting field expenditure.
- Translating project outputs from English to Burmese and vice versa as required.
- Support the Senior Technical Officer in other tasks of the project
Institutional tasks
- Ensure that project offices and field operations are conducted to a high level of health, safety, integrity, environmental good practice and cultural sensitivity. This includes ensuring that field medical kits are in good order and taken out on every field trip.
- Ensure project activities are in line with IUCN’s Environmental and Social Management System (ESMS) and the recommendations of the Social Impact Assessment conducted during the project design phase.
- Ensure that IUCN policies and guidelines are followed within the implementation of project activities.
- Represent IUCN Myanmar in external and internal IUCN meetings at national levels, as needed.
Other Duties
Carry out any other duties as required by, and mutually agreed with, your line manager.

REQUIREMENTS
• University degree in Natural Resource Management, Environmental Science, Geospatial Science, Remote Sensing and GIS, Agricultural Science, Geography, Forestry, or Rural Development • 5 years of relevant experience in coordinating field activities of ecosystem-related projects, with strong experience in either community engagement and socio-economic assessment, and/or environmental management of wetlands/ peatland ecosystems • Experience in research and data collection methods relevant to natural resource management • Knowledge of, or the capacity to acquire an understanding in institutional and governance structures of Myanmar • Understanding of Peatland/ wetland ecosystems in Myanmar and their identification • Fluency in written and verbal Burmese and English • Proficient in using computers and data management • Willingness and capacity to undertake strenuous and/or extended periods of field-based activities |
