BACKGROUND

As part of the MICS6 programme, UNICEF continues to strengthen its MICS support mechanism at all levels, so that implementing partners in countries can receive the required level of technical assistance on a timely basis at critical survey stages and are in a better position to support the implementing partner. The number of MICS6 surveys included in the programme during 2017-2021 has now reached 70, which is the largest number of surveys in the history of the programme (http://mics.unicef.org/surveys).

As of November 2020, 40 surveys remain active, at various stages of survey implementation. While the COVID-19 pandemic continues to impact regular survey implementation, causing delays in deliverables and postponement of fieldwork, survey managers are encouraged to continue carrying out survey activities effectively, despite the pandemic, through virtual interaction (emails, calls, and meetings on Skype, Zoom and similar platforms) between local survey team members, international consultants and UNICEF staff members, and continue to implement these activities. The Global MICS Programme team and consultants continue to provide online support and concrete guidance to survey teams on a case-by-case basis.

For all surveys that had completed data collection before the COVID-19 pandemic, intense work continues to finalize data sets, develop syntax programming, produce tabulations and draft final reports, in an accelerated fashion. At the same time, as national statistical offices resume face to face activities, several countries plan to start field data collection in the coming months, particularly in early 2021, which means that focused attention will need to be given to these countries for effective technical support and successful imolementation.

Terms of Reference / Deliverables

To ensure that MICS results are produced in accordance with best practices and international standards, UNICEF encourages implementing countries to use the MICS standardized programming and methods for data collection and processing and offers the data processing tools in the other UN languages, specifically French and Spanish. Further, it is essential that the adaptation of this programming to each specific survey, and the teaching of these methods, be delivered in a consistent and uniform manner. 

The following data collection and processing work is required: 

  • Review and testing of CAPI and related applications,
  • Review of collected data
  • Review of tabulation programs and the resultant tables
  • Translation of standard data processing tools (tabulation programs, data editing guidelines and CAPI and related applications) into French

To these ends, UNICEF needs additional team members to join its data processing experts who can provide such support to the countries and organizations implementing MICS, as well as support the MICS Global Team on developing the standard data processing tools in French language. Due to the highly technical nature of the work and the international setting in which it is performed, experienced experts who are well versed in adapting MICS programming and implementing MICS methods, and who is fluent in French, are sought. 

Qualifications

(1) Education

  • At least a bachelor’s degree or equivalent in Statistics, Programming, Mathematics, Social Sciences, Demography, or other related
  • The individual should be highly proficient in a range of PC/web applications, including but not limited to: CSPro, SPSS, MS Word, MS Excel, MS PowerPoint.

2) Work experience

  • At least 8 years of working experience in data processing for household surveys
  • Expertise with the data processing of MICS and/or DHS (Demographic and Health Surveys) is a must
  • Experience of working in developing countries
  • Fluency in French and at least intermediate competency in English

3) Competencies

  • Strong organizational, planning, and analytical skills
  • Excellent written and verbal communication in English and French

Requirements:

  • Completed profile in UNICEF's e-Recruitment system and provide Personal History Form (P11) Upload copy of academic credentials
  • Financial proposal that will include:

    • Any other estimated costs: visa, health insurance, and living costs as applicable.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.

  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.

  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information: 

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
