IRC is one of the first humanitarian organizations to bring together specific disciplines involved in violence prevention and response (VPR) in conflict affected settings to ensure collaborative and specialized support to survivors and those at risk of violence. Over the past 16 years, IRC has pioneered and implemented programs that prevent and respond to violence against women and children, as well as other vulnerable groups in refugee settings and in other conflict-affected contexts, making the IRC a global leader in this field. IRC presently implements VPR programs in 26 countries across Africa, Asia, the Middle East and Haiti, with funding from governments, the UN, foundations, and private donors.

The Violence Prevention and Response Technical Unit (VPRU) provides dynamic support and consultation to IRC’s field offices on VPR programming — including direct technical assistance to field staff, ensuring innovation, promotion of best practices, and improvements to information collection and analysis for all VPR programming implemented by the organization, from emergency response to post-crisis recovery. VPRU also leads on Technical Innovations to advance the development and testing of innovative program approaches, to produce resources to support the field and to generate evidence and learning around what works to prevent and respond to violence in humanitarian settings.

 

Job Overview/Summary:

The primary role of the VPR Monitoring, Evaluation and Learning (MEL) Officer is to support the set up and implementation of monitoring, evaluation and learning systems within Violence Prevention and Response programs. This includes supporting TU-led projects in carrying out routine MEL, oversee the gathering of annual statistics, and helping the Sr. MEL Advisor to identify and analyze opportunities to improve data collection and management, including developing MEL systems, supporting data analysis to inform program improvement and where appropriate, integrating ICT solutions within existing and new data collection systems both at global and country levels.

This position will work closely with the VPRU MEL and country teams to support MEL strengthening and promote consistency across data management and use for reoccurring VPRU programming.

 

Major Responsibilities:

1. Support Data Management Strategies and Tools for VPRU (40%)

• Participate in the coordination of the IRC’s Annual Statistics data collection process, review and analysis.

• Integrate tools into online and offline data collection platforms

• Support the creation of toolkits based on existing resources and tools

• Update and expand VPRU’s Monitoring and Evaluation resource library

2. Provide On-going Direct Technical Support to TU Staff and Country Programs (60%)

• Working closely with VPRU TAs, Specialists and the VPR MEL team, responsible for the monitoring, evaluation and learning of select TU-led grants. Examples include:

O Engaging Men in Accountable Practices Plus

O Listen Up

O Outbreaks toolkit

• Provide ongoing training and capacity building in M&E tools and techniques (including mobile data collection) to country program staff and TAs/Specialists

• Working closely with the VPR MEL team to support the development, adaptation and usage of new tools for program data collection and management systems

• Working closely with the VPR MEL team to support the development, adaptation and usage of data analysis/visualization tools (i.e. program data dashboards)

• Working closely with the VPR MEL team to support data analysis for program use (including formative study, evaluation and routine monitoring data)

• Continue to adapt and refine tools and resources based on field and TU feedback
