Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the Agency's activities to protect people and the environment from radiation exposure and responds to the needs of its Member States related to nuclear safety and nuclear security.

The Division of Nuclear Security (NSNS) is responsible, upon request, for establishing, coordinating and implementing the IAEA's nuclear security programme to protect against, detect and respond to nuclear security events and threats thereof. NSNS comprises four Sections\:

•Information Management Section
•Nuclear Security of Materials Outside of Regulatory Control Section
•Nuclear Security of Materials and Facilities Section
•Programme Development and International Cooperation Section

The Nuclear Security of Materials and Facilities Section (MAFA) is responsible, upon request, to assist States for activities related to implementation of the CPPNM and its Amendment and the Code of Conduct on Safety and Security of Radioactive Sources, establishing and sustaining nuclear security systems and measures for nuclear material, other radioactive material, associated facilities and associated activities being under regulatory control. These activities include developing nuclear security guidance consistent with relevant binding and non-binding international instruments, as well as assisting Member States in implementing their effective nuclear security legislative and regulatory frameworks. The Section performs assessment and provides advice through the International Physical Protection Advisory Service and expert missions, assists human resource development, including education and training through international, regional and national training courses and workshops, develops methodologies and promotes dialogue and cooperation through consultancy meetings, Coordinated Research Projects and technical meetings, and assists security upgrades.


The Radioactive Material Security Unit is responsible for performing activities related to nuclear security of radioactive material in use and storage, associated facilities and activities, including secure lifecycle management of disused sealed radioactive sources, and the technical implementation of the Code of Conduct on Safety and Security of Radioactive Sources and its supplementary guidance documents.

 

Main Purpose

Under the supervision and the guidance of the Unit Head (Radioactive Material Security), and in close cooperation with colleagues from IAEA’s Divisions of Radiation Transport and Waste Safety (NSRW) among others, the Senior Nuclear Security Officer (Regulatory Infrastructure) will lead the technical implementation of nuclear security components of complex, multi-disciplinary, technical assistance projects and activities aimed at supporting States in establishing and strengthening their national regulatory infrastructure for radiation safety and the security of radioactive material. In addition, the Senior Nuclear Security Officer (Regulatory Infrastructure) will be responsible for providing high-level technical backstopping for selected activities in the same area, such as the preparation of technical and international guidance documents, and for organizing training events and leading assessment and advisory missions. Further, he/she will be expected to provide support to the development of States Integrated Nuclear Security Support Plans (INSSP) and to the implementation of actions to support these Plans.

 

Role

The Senior Nuclear Security Officer (Regulatory Infrastructure) is\: (1) a recognized expert in all aspects related to the establishment and strengthening of regulatory infrastructure for the security of radioactive material and associated facilities, with a good overall understanding of the regulatory infrastructure for radiation safety; (2) a technical team leader for the implementation of complex, multi-disciplinary technical assistance projects, including guiding and facilitating discussions with decision-makers and high level representatives of States, and other relevant international organizations and initiatives relating to regulatory infrastructure during IAEA missions to developing countries; (3) a scientific secretary to international scientific meetings related to regulatory infrastructure, overseeing the preparation of related documents; (4) a substantive contributor, providing inputs to the consolidation and development of new IAEA training courses tailored to the specific needs of beneficiary States; and (5) a liaison between representatives of national regulatory bodies and other competent authorities in States, experts and senior representatives in the field of infrastructure for radiation safety and security of radioactive material.

  • Lead the technical analysis and assessment of States’ needs in the area of national regulatory infrastructure for the security of radioactive material and, in collaboration with NSRW, radiation safety, and propose innovative approaches to address identified shortcomings.
  • Provide authoritative advice on national strategies on the security of radioactive material in use and storage, including to senior officials.
  • Lead the technical implementation of relevant components of Integrated Nuclear Security Support Plans (INSSP) based on Member States' needs and provide programmatic guidance according to the IAEA and international recommendations and guidelines.
  • Provide authoritative technical and strategic advice to States and support them in capacity building, including conduct of training, workshops, exercises and seminars related to national regulatory infrastructure for radiation safety and security of radioactive material and associated facilities.
  • Contribute to the application of the technical recommendations and guidelines relevant to the development of methodology used in the nuclear security work.
  • Organize and lead international meetings on the establishment and strengthening of regulatory infrastructure for radiation safety and nuclear security of radioactive material and associated facilities.
  • Lead the provision of technical input to the development of Nuclear Security Guidance documents in the subject area, in collaboration with NSNS officers and Member State experts.

Qualifications, Experience and Language skills

  • Master's Degree - Advanced University degree in Science, Physics, Chemistry, Engineering or a closely related technical field with a focus on nuclear science, nuclear engineering, nuclear technology, nuclear/ radiation safety, nuclear security or non-proliferation.
  • Minimum ten years of relevant experience in implementing activities related to the establishment or strengthening of regulatory infrastructure for radiation safety and/or for the security of radioactive material, of which at least five should be directly related to the security of radioactive material within a relevant competent authority, most preferably in a senior position.
  • Demonstrated experience in implementing activities directly related to the establishment or strengthening of national regulatory infrastructure for radiation safety.
  • Demonstrated experience in working with national and international organizations or institutes, and the IAEA in particular, in the delivery of technical assistance to developing countries, especially in the Africa region.
  • Experience in implementing projects/ activities aimed at supporting States in the establishment and strengthening of their national regulatory infrastructure for both radiation safety and the security of radioactive material is an asset.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

 

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $88162 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 44434, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
