OBJECTIVES OF THE PROGRAMME

Health Systems Governance and Financing (HGF) supports countries to develop health financing and governance policies, strategies and data that will lead to universal health coverage. It develops the methods, tools ,and standards required to collect, evaluate and introduce into the policy debate appropriate evidence, builds capacity and provides technical support. This includes ensuring that health financing and governance policy takes into consideration macroeconomic issues related to the health system as an economic sector.

DESCRIPTION OF DUTIES

1. Leads an innovative work program on costing and technical efficiency, developing new methods and improving user-friendliness of tools (OneHealth Tool, Accessmod and others) and updating and expanding guidance documents and resources (UHC compendium, unit cost database and others). 2. Quality assures costing work at the global level by leading global price tags within WHO and providing technical inputs to costing work of other global agencies; and by providing technical oversight over country costing and technical efficiency and unit costing studies. 3. Coordinates the data collection and analysis work on costing and technical efficiency in an inclusive way, working closely with other WHO offices, other agencies, and member states. 4. Plans and leadscapacity building efforts by holding workshops and providing technical assistance to member states, either virtually or on-site.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced level university degree in economics or related field with evidence of concentration on quantitative methods.
Desirable: A PhD in health economics or related field

Experience

Essential: A minimum of ten years of work experience in leading and performing quantitative analysis in health economics with a focus on methods on costing and technical efficiency, of which 5 years are at an international scale.
Desirable: Work experience with WHO or other UN organizationsFamiliarity with WHO resources and tools including UHC compendium, One Health Tool, Accessmod.

Skills

Strong theoretical foundations, and technical skills in economics, specifically in the areas of costing, budgeting and technical efficiency. Excellent communication and language skills, as reflected in a track record of publications, and presentations at national and international workshops and seminars. Proven ability to run a work program independently and to agreed deadlines.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 88,162 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 6465 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
