Purpose of the consultancy

The main objective of this consultancy is to Develop and support the implementation of a comprehensive Risk communications and Community engagement strategy for the Ministry of Health aimed to increase awareness and knowledge about MOH services, highlight the best practices and lessons learned during COVID-19 and beyond, enhance the health awareness of the public, and counter the rumors and misinformation, with a detailed one year costed implementation/action plan.

The consultant will coordinate with relevant directorates within the Ministry of Health such as: The Public Relations and Media Department (PRM) and the Health Awareness and Communications Department (HCAD), as well as liaising with the Minister’s office and concerned stakeholders when needed.

Background

In line with the National COVID-19 Preparedness and Response Plan WHO Jordan Office has been supporting the national and international partners in implementing activities under pillar two (Risk Communications and Community Engagement). In addition, WHO is co-chairing working group two that is led by Ministry of Health and represents a platform for partners to align efforts and mobilize resources to implement pillar two interventions under the national plan.

Ministry of Health in response to COVID-19 embarked on enhancing the risk communications and community engagement capacity of the Ministry and relevant departments in charge of the media and communications. To this end, MoH requested technical support from WHO to develop a comprehensive risk communications and community engagement strategy. The strategy and related documents/reports will serve as a reference and guide the risk communications and community engagement plans and activities for COVID-19 response and moving forward. Moreover, having this strategy will mobilize potentials, strengthen the coordination mechanisms, specyroles and responsibilities and inform the Ministry of strengths and challenges as well as recommend capacity building opportunities in relation to the public communications of the Ministry.

Planned timelines

Start date: 1/12/2020

End date: 30/05/2020

Work to be performed

Output 1: Review existing strategies of MOH, plans, documents on risk communication and community engagement through conducting desk review and meeting with relevant stockholders. (4 weeks)

  • Deliverable 1.1: Develop summary report on communication directorate role, governance, what was done, best practices, lesson learned withy SWOT analysis

Output 2: Conduct stakeholder mapping and analysis; identify target audiences to be addressed in the communication activities (2 weeks)

  • Deliverable 2.1: a report illustrating stakeholder mapping, analysis and identified target groups.

Output 3: Develop a comprehensive risk communication and community engagement strategy including a specific section on COVID-19 and COVID-19 vaccines (4 weeks)

  • Deliverable 3.1: Based on output 1 and 2 draft comprehensive communication plan specifying targeted audiences and implementing partners;
  • Deliverable 3.2: Develop creative brief and communication messages for each target audience; develop monitoring and evaluation framework;
  • Deliverable 3.3: Submit a final report on different stakeholder consultation meetings to endorse the strategy.

Output 4: Develop costed action plan for the communication and community engagement strategy (2 weeks):

  • Deliverable 4.1: A costed action plan identifying media products, channels and activities tailored to different target groups;

Output 5: Develop Standard Operating Procedures (SOPs) for different communication products (6 weeks)

Output 6: Provide technical advice to MoH on implementing capacity building activities and identifying target audiences on risk communication and community engagement (6 weeks):

  • Deliverable 6.1: Submit A report on assessing different training needs for MoH staff in risk communication and community engagement;
  • Deliverable 6.2: Submit a Draft an action plan identifying capacity building and training activities for MoH staff and media representatives;

Required Qualifications

Education: Master’s degree in communications, media, public relations, marketing, social sciences, health promotion or related field.

Experience:

  • At least 7 years of extensive work experience and proven record in communications, media relations, advocacy, campaigns, and strategic management.
  • Demonstrated long standing experience with reputable media agencies and deep understanding of the local media scene and context.
  • Demonstrated prior experience in developing a communications strategy, ideally in the development context; (health sector related experience is highly desirable).
  • Demonstrated experience in working with government partners, and understanding of political dynamics in the public sector.

Skills / Technical knowledge

  • Ability to work independently and present to highest levels within the Ministry
  • Proficiency in Microsoft Office and Microsoft Project
  • Excellent interpersonal and professional skills in interacting with government and development partners;
  • Skills in facilitation of stakeholder engagements/workshops;
  • Evidence of having undertaken similar assignments;
  • Highly developed organizational skills with strong attention to details
  • Demonstrated ability to plan and coordinate highly visible, complex communications-focused activities among multiple stakeholders
  • Strong understanding of digital marketing strategy with awareness of methodologies, trends and key performance indicators
  • Ability to multi-task in fast paced environment
  • Proficiency with media research tools

Language

Languages and level required: Expert level in Reading, Writing, and Speaking both Arabic and English.

Travel (If travel is involved, a medical certificate of fitness for work will be required.)

All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.

Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
