BACKGROUND

Founded in 1933, the International Rescue Committee is a prominent international organization working in relief, rehabilitation, protection, post-conflict development, resettlement services and advocacy for those uprooted or affected by violent conflict and oppression. 

Working in coordination with the humanitarian community, the IRC currently addresses the needs of war-affected Syrians from several operational bases in the region. Our activities focus primarily on the supply of vital medications and medical equipment, non-food items, water and sanitation and women and children’s protection, and form part of an over-arching humanitarian response in Jordan, Lebanon, Turkey, Iraq and the region that seeks to assist refugees, IDPs and war-affected Syrians survive conflict and displacement.

Job Summary:

Due to the rapid expansion of Iraq Program and the increase in staffing needs; the HR Officer / Talent Acquisition ‘’Recruiter’’ will be responsible for supporting the Recruitment team in Erbil, Iraq head office with filling open positions that vary from short-term, emergency response, and full-time needs to meet demands of donors and programs in Iraq.

This individual will be responsible for hiring the open positions including Interviewing, pro-active sourcing, advertising, reference checking and extending offers. S/he will also follow recruitment strategies to increase the IRC’s talent pool and pipelines, and will provide input to ensure the IRC has diverse global talent that performs at a high level responding to the changing needs of the organization. S/he will implement IRC’s Recruitment “best practices” that ensure the timely selection of top talent, and will recruit for talent that will support IRC’s organizational culture, while contributing to IRC’s position as an employer of choice. Also S\he will help the HR Senior Officer / Talent Acquisition Announcing Internally the Positions and reach out to talented staff. The HR Officer / Talent Acquisition ‘’Recruiter’’ will also be responsible for consisting and accurate on reporting for all assistants activities.

Responsibilities:

  • Under the supervision of the HR Senior Officer / Talent Acquisition; respond to recruitment position requests and be well versed in IRC Global HR Recruitment Policies.
  • Oversee full-cycle recruitment process and directly recruit positions; develop candidate rosters, employ traditional sourcing strategies, actively network and employ innovative, creative recruiting methods to hire the best talent.
  • Support implementation of IRC’s new Global HR Operating Policies and Procedures on Recruitment and ensure all recruitment activities are carried-out in adherence to these standards; study and become versed in any local labor laws impacting recruitment
  • Maintain Recruitment Tracking sheet updated.
  • Develop and maintain a collaborative relationship with key global stakeholders internally and externally including country program HR staff and Recruiters, Regional Teams, Senior Leadership Team Members, Partners, Universities, peer agencies, and private sector.
  • Promote the International Rescue Committee brand as an employer of choice in the Iraq.
  • Develop a deep understanding of the IRC’s culture and values and align these with sourcing and attracting talent.
  • Utilize regional and international job boards, oversee social media initiatives and apply innovative sourcing methods to support recruiting objectives.
  • Represent IRC at Job fairs, conferences, seminars and other relevant industry events as necessary.
  • Travel to the field sites, attend various HR meetings, and partner with local schools/universities to build a solid reputation to promote IRC’s open positions and work around the Iraq Response.
  • Publish the job vacancies in IRC online portal.
  • Other HR\ recruitment responsibilities as assigned by supervisor.
