UNDP Livelihoods and Resilience Unit:
 
The focus of livelihoods and resilience programme is on reducing poverty and creating mechanisms that help the country to cope with socioeconomic stresses resulting from the humanitarian crisis, limited human development and climate change.  UNDP promotes alternative livelihoods with focus on high value products to help reduce poppy cultivation. UNDP supports area-based development approaches that use the geographic area as the main entry point for intervention, rather than a sector or target group, allowing for a more holistic, value chain, participatory and flexible approach.
Community Based Agriculture and Rural Development
 
Afghanistan is the world’s leading producer of opium. As seen throughout the country, the cultivation of opium leaves a trail of social ills, health issues, dismantled family structures, destroyed communities, and a legacy of corruption in its wake.
 
The alternative development approach is based on the idea that illicit drug supply can only be reduced successfully by addressing illicit drug crop cultivation through poverty reduction within a framework of sustainable development. Alternative development means giving farmers an economically viable, legal alternative to growing coca, opium or other illicit crops. UNDP combines the alternative development approach with area-based development and community-based development approaches. that use the geographic area as the main entry point for intervention, rather than a sector or target group, allowing for a more holistic, integrated, inclusive, participatory and flexible approach. 
 
Currently, UNDP’s Community Based Agriculture and Rural Development includes the Community Based Agriculture and Rural Development (CBARD) West and East projects as well as Access to International Markets (AIM) projects. The CBARD projects are community-based projects which introduce and strengthen local production and marketing of traditional high-value crops in 170 communities in some of the highest opium producing districts. The CBARD projects are being implemented by UNDP and the Ministry of Agriculture, Irrigation and Livestock (MAIL) and Roots of Peace (ROP). The projects have the following three outputs:
 
  • Output 1: Local production of, and market for, high-value crops improved.
  • Output 2: Community-based agro-business infrastructures (irrigation, transportation, agricultural facilities) are built, developed, and/or strengthened.
  • Output 3: Potential Markets (including national and international) for CBARD products established.
 
The first two outputs are being implemented by the MAIL team while third output is being implemented by an NGO through a Responsible Party Agreement (RPA). 
 
The project working environment is challenging not only in terms of security and remoteness, but areas are also high poppy-cultivated areas. The poppy has strong value chain in these areas which needs to be addressed by promotion of high-value crops production and marketing.
 
The CBARD Office from where the project operates is in Kabul, with its offices at the Ministry of Agriculture, Irrigation and Livestock (MAIL), the project implementing partner of UNDP in three provinces. The project is implemented under the UNDP National Implementation Modality (NIM). UNDP support to the National Execution Modality includes provision of financial standards and programme quality assurance of the results achieved under the projects with focus on alternative development. In view of this, given the scope and magnitude of the assistance, there is a special need for UNDP Country Office to recruit a project staff to support direction and implementation; reporting, visibility; capacity building of MAIL in area of high-value crop production and marketing to implement the project and coordination between MAIL and UNDP.
 
Under the supervision of the Head of the Livelihoods and Resilience Unit, the UNDP Programme Coordinator will coordinate the implementation of the programme among various teams (MAIL and ROP teams). The UNDP Programme Coordinator will work with the Project Manager of CBARD-W and CBARD-E as well as with Marketing Team Leader of CBARD-AIM. The UNDP Programme Coordinator will report to UNDP Livelihoods and Resilience Unit Head and the UNDP Programme Analyst. 
 
The UNDP Programme Coordinator will work in close collaboration UNDP Country Office Unit and the Bureau of International Narcotics and Law Enforcement Affairs (INL) that are in Kabul and Washington. The key results of the Coordinator’s work have an impact on the overall success of the AD programme, as well as that of the livelihoods and resilience portfolio of UNDP Afghanistan. These results are directly linked to UNDP Country Programme Document Output 6: Improved economic livelihoods, especially for vulnerable populations and women and to the UN as One document thematic are Food Security, Nutrition and Livelihoods that help develop institutional, technical and financial capacity at the national and sub-national levels to coordinate and monitor the implementation of food security, nutrition and livelihood programmes.
  

Duties and Responsibilities

Summary of key functions:
 
Ensure the direction and implementation of the projects’ activities and achievement of project targets and results
Ensure day-to-day management of the project related to reporting, stakeholder coordination, visibility activities of the AD projects
Ensures and coordinates provision of high-quality technical advice in the area of high-value crop production and marketing and building of partnerships 
Facilitate knowledge building and management
 
1. Ensure the overall implementation of the CBARD projects 
 
  • Facilitate the day-to-day project implementation.
  • Coordinate human and financial resources, in consultation with UNDP and INL for achieving results in line with the outputs and activities outlined in the INL concept paper and UNDP project document.
  • Coordinate the distribution of responsibilities amongst team members in each the project components. Organize monitoring and tracking system of all project interventions.
  • Ensure the highest INL and UNDP standards in the provision of technical and advisory inputs, organization of workshops, seminars, training and delivery of outputs. Ensure that project outputs are aligned with INL and UNDP positions and practice areas.
  • Ensure implementation of activities as per AWP and agreed deadlines as well as according to detailed implementation, procurement and HR plans. Identify bottlenecks and develop solutions. Along with Project managers, regularly meet with IPs and other project counterparts.
  • Coordinate the accurate and timely high-quality results reporting on the progress of the project and achievement of annual targets to the Project Board and donors. Ensure that donor and UNDP reports are prepared according to UNDP’s SOPs, quality standards and in line with the contractual obligations to project donors. Ensure that all internal and external reports are submitted by deadlines.
  • Implement project communications activities in close collaboration with the CO Communications Team.
  • Coordinate project personnel and consultants. Develop ToRs/JDs for project staff positions. Oversee recruitment processes. Establish performance objectives and standards and ensure timely and appropriate feedback, guidance and support to ensure optimum performance. Undertake performance evaluation according to UNDP´s policies and deadlines. 
 
2. Ensure day-to-day management of the project related to reporting, stakeholder coordination, visibility activities of the projects under overall guidance of Programme Analyst
  • Coordinate preparation and implementation of the annual results-based work plans and logical/result frameworks as endorsed by UNDP and INL.
  • Coordinate the preparation of monthly and quarterly progress reports and organize, correspondingly, monthly and quarterly progress reviews before reports are submitted to UNDP Programme Analyst.
  • Coordinate the project board meetings and their follow up under the guidance of Programme Analyst.
  • Analyse information sources produced by the international media, stakeholders, donors, Afghan Government and think tanks, and use it to design appropriate responses and content.
  • Coordinate organization of and participate in project level coordination meetings and/or technical working groups as per project document and AWP. Share information on technical project-related issues with donors, other partners and stakeholders.
  • Coordinate and monitor project risks. In collaboration with the technical project staff, IP’s and donors identify new risks and update risk frameworks for consideration of the Project Board for consideration and decision on possible actions if required. Update the status of these risks by maintaining the project risks log.
 
3. Ensures and coordinates provision of high-quality technical advice and building of partnerships
  • Coordinate the advisory activities of the project technical staff including the Chief Technical Advisor. Ensure that technical outputs are provided according to plans and up to highest technical standards. Review and clear technical outputs for quality.
  • Establish, maintain and facilitate strategic dialogue between project staff and Government officials at central and local levels, NGOs, partners, donors and other stakeholders in project´s area of work.
  • Provide technical advice in the area of high-value crop production and marketing, draft papers/briefs/proposals in project´s technical focus.
  • Identify areas of cooperation and coordination with other UN agencies for implementation of joint activities within the area of the project. Implement joint activities with UN implementing partners as per AWP.
  • Advocate UNDP with the partners and stakeholders. Consistently promote a positive image of the UNDP:
  • Provide inputs to formulation of UNDP strategies such as of UNDAF and CPD.
  • Coordinate project strategies and activities with other UNDP projects to ensure the effective implementation of the Country Programme Document.
  • Provide inputs to UN coordination platforms and participate in meetings, as requested.
  • Stimulate strategic thinking on income generation through alternative development and area-based development, highlighting opportunities to delivery results on the ground.
  • Promote the substantive quality of all knowledge products, reports and services, and ensures effective integration and compatibility with UNDP practice areas.
  • Organize national networks or communities of practice by involving experts in government, non-government, think tanks, private companies, international development organizations and the UN system.
  • Collect and analyse data and information on high-value crops production and marketing, opportunities, interests and prospects in consultation and coordination with local government and community-based organizations
  • Map competencies in the areas of community based rural and alternative development available in different countries and development organizations.
4. Facilitate knowledge building and management
  • Ensure that the Project systematically builds capacities of Implementing Partners and other national partners through introduction of innovation and best practices, access to knowledge and expertise and promotion of their application to project implementation.
  • Promote teamwork, information sharing and collaboration within various Project Teams and task managers, and between the Project Team and the Project Partners.
  • Ensure capturing and disseminations of lessons learnt during project implementation.
  • Promote skills development of project staff through coaching and mentoring.
  • Facilitate the Project’s representation and/or participation in international knowledge networks to draw on and share best practice and lessons learned for application in Afghanistan.

Required Skills and Experience

Education:
  • Master’s degree in Alternative Developmentand/or  Agriculture with focus on agriculture production and marketing Economics; Envioronmetal management and/or Sciences;; Development Studies with focus on rural Development is required
  • Alternatively a Bachelor’s degree with 2 additional qualifying years may be accepted in lieu of a Master’s degree.   
Experience:
  • With master’s degree 5 years of relevant experience in area of high-value crops production and marketing with proven managerial competence to administer large and complex, multi-dimensional development projects with international organizations is required.
  • Proven track of resource mobilization.
  • Extensive managerial experience including experience in leading multi-cultural teams.
  • Solid technical knowledge in the field of the project.
  • Experience in Management of projects with international organizations is a strong asset. 
Language Requirements:
  • Proficiency in written and spoken English is required;
  • Fluency in Pashtu and/or Dari is required.
