Org. Setting and Reporting

This position is located in the Medical Support Section (MSS), Sourcing Support Service in the Logistics Division, Office of Supply Chain Management of the Department of Operational Support, at Headquarters. The Department of Operational Support was established to provide end-to-end operational support, advisory services and other solutions to operating entities across the Secretariat, including other departments, offices-away-from headquarters, field missions, and regional commissions.

The Office of Supply Chain Management includes the Office of the Assistant Secretary - General for Supply Chain Management, Logistics Division, Procurement Division, Uniformed Capabilities Support Division, Global Support Centre and the Enabling and Outreach Service.

The Logistics Division performs a central role in the implementation of end-to-end supply chain management across the United Nations operations. The Division provides direction and advice on logistical matters, monitors and assesses the delivery of strategic transportation and support services, and directs the delivery of transportation and specialist support services in the functional areas of air transport, ground transport, engineering, medical and supply, inclusive of fuel, rations and general supplies and security equipment.

Under the overall supervision of the Chief of Sourcing Support Service, the incumbent reports to the Chief of Medical Support Section.

Responsibilities

Within delegated authority, the Medical Logistics Officer will be responsible for the following duties:

• Identifies through research and development and enables the sourcing of supply chain health care solutions in support to UN peacekeeping missions and other UN entities.
• Contributes to the development of medical support plan for new and existing field missions; and in close collaboration with the Directorate of Health Management & Occupational Safety and Health (DHMOSH), ensures that missions are resourced and have access to supply chain medical solutions to carry on their mandate based on the health situation in missions and DHMOSH assessment of medical requirements;
• Coordinates and monitors deployment of medical facilities;
• Serves as focal point for Troop Contributing Countries and the mission on medical logistics related matters. Leads in developing requirements for clinical services to be delivered through Memorandum of Understanding (MOU) and commercial contracts and have an understanding of medical materiel (equipment and consumables) standards and be prepared to participate in pre-deployment and mission assessment visits;
• Participates in developing an updating DOS medical support doctrine including Contingent Owned Equipment matters for field missions.
• Assists the Chief of MSS in preparing briefings to C34 and other HQ departments on matters to do with medical support in the field;
• Undertakes general supply chain management duties, as required.

Competencies

Establishes and maintains productive partnerships with clients by gaining their trust and respect. Identifies clients’ needs and matches them to appropriate solutions. Monitors ongoing developments developments inside and outside the clients’ environment to keep informed and anticipate problems. Keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.

Education

Advanced university degree (Master's degree or equivalent degree) in health sciences, health management, or health logistics. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Qualifications in Public Health, Health Administration or Health Supply Chain/Logistics is desirable.

Work Experience

A minimum of seven (7) years of progressively responsible experience in health care or health administration, is required
Experience in conducting medical support planning and training in a field operation of the United Nations (inclusive of peacekeeping operations, special political missions, agencies, funds and programmes), or of other similar international organizations is desirable.
A minimum of two years of experience in an international Non-Governmental Organization, government or related agency is desirable.
Experience in providing medical logistics and supply chain support services to or in a complex, volatile, conflict or post-conflict environment is desirable.
Experience in contract management is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another official United Nations language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency- based interview.

Special Notice

•This position is temporarily available as soon as possible for six months, with a possibility of an extension. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

• A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade. However, a current staff member who holds an appointment at the G-6 or G-7 level may also apply to temporary positions in the Professional category up to and including the P-3 level, subject to meeting all eligibility and other requirements for the position. In accordance with ST/AI/1999/17 section 2.3, a Special Post Allowance (SPA) may only be granted to one level higher than the personal level of the staff member assigned to higher-level functions in his or her own category, whether the higher-level functions are one or several levels higher than the personal level of the staff member. Staff in the General Service and related categories temporarily placed against a post at the Professional level may receive an SPA to the P-1 or P-2 level.

• As per section 2.2 of ST/AI/1999/17, payment of an SPA is a discretionary grant for which staff members may be considered when they meet the conditions set out in Staff Rule 3.10. The granting of SPA will be done in accordance with section 5 of the aforementioned instruction which includes review and approval by the SPA panel.

• A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to section 5.7 of ST/AI/2010/4 Rev. 1. below and staff rule 4.16 (b) (ii). • While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions.
