UNICEF China is seeking a seasoned candidate to build a more cohesive and multi sectoral approach to ECD under the new country programme. This Programme Officer will focus on building worker frontline health and social worker capacity for early identification of delays, specialized care and support for infants and young children with disabilities or at risk of developmental delays. The position will also support building parental/ caregiver skills so children can get the care they need at home, or to receive services that meet the needs of children with developmental risks, delays or disabilities.

UNICEF’s Education, Child Health and Development Sections, and other programs work together to ensure holistic early childhood development in China. The ECD program aims at ensuring ensure that children (0-3), especially those left behind, are healthy, well- nourished, protected and their parents or caregivers have the necessary knowledge and skills to care for them. ECD programs will also increase its efforts to strengthen early detection of developmental delays, and support to families including timely referral. In response to the growing public demands for high impact and quality nurturing care services on ECD  and to support the government in tackling  the   risks  of  delayed development, UNICEF is testing and advocating for a multi-sectoral delivery  approach that build on the global nurturing care framework.

How can you make a difference?

Reporting to the ECD specialist, this position will straddle 2 sections (Education and CHD) with the purpose of building a more cohesive and multi sectoral approach to ECD under the new country programme. By building on the results and experiences of the past CPD, the position will focus on building worker frontline health and social worker capacity for early identification of delays, specialized care and support for infants and  young children  with  disabilities  or  at  risk  of  developmental  delays. The position will also support building parental/ caregiver skills so children can get the care they need at home, or to receive services that meet the needs of  children  with  developmental  risks,  delays  or disabilities. 

The incumbent of the post will contribute to:

  1. Strengthening evidence base, effective knowledge management and system strengthening, focusing on the ECD (0-3) services and the development of relevant capacity development plan and delivery mechanisms for ECD service providers.
  2. Situation Analysis of the critical challenges, opportunities and ECD services prepared/updated, identify critical programme interventions and measures, and prepare programme work plans/recommendations. Prepare programme reports as and when required.
  3. Strengthen field-testing and support for policy development especially for the most marginalized children, focusing on community-based parenting support services and reinforcing positive parenting skills, healthy and protective behavior and early learning support.
  4. Advocacy to scale-up innovative ECD models to promote system-wide approaches in advancing holistic and inclusive ECD with regards to coverage and quality of the services, including the cost-effective options of services in targeted provinces and counties
  5. Effective programme monitoring and evaluations and reporting to improve programme performance, and prepare programme status reports timely, when required.
  6. Rights-based and results-based programming approach fully incorporated into all phases of programme and projects processes.
  7. Effective partnership and collaboration with national and provincial governments; non-governmental organizations; and private sector for leveraging policy, financial resources and networks, and monitoring capacity, and advocacy platforms.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Child development, Social Behavior science, Social work, Child Health or Early Childhood Education. A first University Degree in the relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • At least 3 to 5 years of progressively responsible professional work experience in the fields related to early childhood development with a focus on disability detection and management, parenting education or counseling, research and advocacy, and training.
  • Experience in implementing programs at scale especially for behavioral change is considered an asset.
  • Fluency in English and Chinese is required.  Knowledge of another official UN language is considered as an asset.
