ORGANIZATIONAL CONTEXT

The Logistics Officer will work in the Logistics Contracting, Supply Chain unit and in collaboration with the other units in WFP.  This post is under the direct supervision of the Head of Logistics Contracting in Supply Chain Unit .

JOB PURPOSE

The Supply Chain Division is deploying a special effort to ensure effective management of logistics contracts to adopt to the economical changes and maintain availability of large pool of contracted transporters and logistics service providers. The Logistics Officer will be responsible for the market research, tendering and contracting of logistics services (e.g. transportation, port operation, warehouse management, superintendence) in line with the organisational standards and industry best practices.

KEY ACCOUNTABILITIES (not all-inclusive)

Within delegated authority, the Logistics Officer will be responsible for tendering, contracting and administration of logistics services for WFP Syria operations as well as other duties under the Logistics Officer profile including:

  1. Contributing towards the development of logistics plans and processes ensuring compliance with wider logistics policies and WFP standards.
  2. Supporting logistics projects or operational day-to-day activities following standard processes and contributing, directly or indirectly, to the effective delivery of food assistance to beneficiaries.
  3. Conducting market research to assure expansion of shortlists of service providers in various areas and full geographical coverage
  4. Monitoring performance of the service providers and following up on appropriate corrective actions
  5. Facilitating meetings with service providers
  6. Effective contractual management to adopt to the economical changes and maintain availability of large pool of contracted transporters
  7. Guiding support staff, acting as a point of referral and supporting them with analysis and queries.
  8. Collating data and contributing to preparation of accurate and timely reporting, supporting a WFP wide view of logistics activities that enables informed decision making and consistency of information presented to stakeholders.
  9. Supporting the capacity building of WFP staff and partners for efficient and effective delivery of food assistance to beneficiaries
  10. Identifying and building productive relationships with logistics colleagues and staff within the area of assignment to support an integrated approach to food assistance.
  11. Following emergency logistics preparedness practices to ensure WFP are able to quickly respond and deploy food and needed resources to affected areas at the onset of the crisis.
  12. Acting in an assigned emergency response capacity as required to meet emergency food assistance needs.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related field, or First University degree with additional years of related work experience and/or training/courses.

Experience: One year post graduate relevant professional experience with Master’s Degree, or three years post graduate relevant professional experience with a first University Degree

Language: Fluency (level C) in oral and written communication in Arabic and in English.
