ORGANIZATIONAL CONTEXT

The Information Management Officer will work in the Logistics Cluster Unit in Damascus and in collaboration with the other units of WFP.

Supervision received: This post is based in Damascus and the position is under the direct supervision of the Whole-of-Syria (WoS) Information Management Officer (IMO) for the Logistics Cluster, Damascus. 
 

JOB PURPOSE

The objective of a country-level Logistics Cluster is to ensure that timely, coherent and effective logistics support to humanitarian aid/relief operations is possible (within funding and security constraints). WFP as lead agency of the Logistics Cluster is accountable for working in partnership with humanitarian stakeholders to deliver a strategic response, based on operational gaps (as per the IASC Guidelines on Cluster Coordination at Country Level).

The Information Management Officer will assist the Logistics Cluster in achieving its objectives by sharing operational logistics information and contributing to reporting responsibilities to partners to support humanitarian organisations with their operational decision-making and planning.
 

KEY ACCOUNTABILITIES (not all-inclusive)

Within delegated authority, the Information Management Officer will be responsible for the following duties: 

1.    Assist in collecting, compiling and analysing logistics information in close coordination with the WoS IMO, logistics and information personnel of other UN organisations, and NGOs involved in the humanitarian response.
2.    Collate data and contribute to preparation of accurate and timely reporting, that enables Logistics Cluster partners to take informed operational decisions and ensures consistency of information presented.
3.    Contribute to the production of Logistics Cluster IM products/reports in Logistics Cluster formats or specific formats as required within the operation. Key products include: situation updates, bulletins, snapshots, briefings, situation updates. 
4.    Contribute towards the development of IM plans, processes and products ensuring compliance with wider Logistics Cluster objectives and standards.
5.    Assist in maintaining internal and external information sharing mechanisms and systems; documentation formats, assessment formats, central file store, operations archive, reporting systems. 
6.    Manage day-to-day data entry and clean-up of databases and mailing lists.
7.    Assist in drafting, consolidating, and sharing key logistics information and procedures, such as ConOps and SOPs ensuring they are regularly revised/updated if required. 
8.    Support with the preparation of operational overviews, briefings and snapshots on the logistics operation for donors, Humanitarian Country Team, Office of the Humanitarian Coordinator and other stakeholders. 
9.    Assist the WoS IMO in ensuring updated logistics information is disseminated to all focal points as necessary. 
10.    Provide WFP Reports Officer with inputs on Logistics Cluster activities in close coordination with the WoS IMO; Liaise with reports officers in other agencies and NGOs.
11.    Recognise and assess the sensitivity of information obtained; Respect the confidential nature of sources of information where relevant.    
12.    Other duties as required
 

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in economics, social sciences, international relations, communications, journalism, english language or related field; or First University degree with additional years of related work experience and/or training/courses.

Experience: One year post graduate relevant professional experience with Master’s Degree, or three years post graduate relevant professional experience with a first University Degree. 

Language: Fluency in oral and written communication in English and in Arabic. 
 

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

•    Able to be a successful team player, show initiative and successfully drive tasks trough
•    Experience in an international context including: responsibility in information management, communications and/or reporting roles; experience with reporting/tracking systems; working in an emergency situation ideal. 
•    Excellent written and verbal communications skills; high attention to detail and proofreading ability in English; good research and analytical skills; ability to meet deadlines and work under pressure as part of a team; good communication skills; ability to work independently while asking questions and seeking support in a fast-paced work environment. Experience in using Social Media in a professional context an advantage.
•    Technical skills: Proficient in MS Office package, particularly in Microsoft Excel and PowerPoint. Demonstrated ability in data acquisition and knowledge of Access or other database tools is a great advantage. Experience with HTML is also a plus. Demonstrated ability in acquiring, wrangling, structuring, manipulating and visualizing unstructured and structured data with BI platforms like Power BI or Tableau, or other data analytics is a distinct advantage.
•    Willingness to work in challenging environments/field locations.
