ORGANIZATIONAL CONTEXT

These jobs are likely to be found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs). In the field, role holders typically report to the Head of Field Office or the designate. In RBs and HQ, job holders report to a more senior Logistics Officer. Job holders are likely to be working closely with a more experienced professional staff member receiving guidance and regular feedback on work performed.

 

The Logistic Officer (Funds Management and Billing) will work in the Logistics Funds Management and billing) section of the Supply Chain Unit and in collaboration with other units of WFP.

This post is based in Damascus and falls under the direct supervision of the the Supply Chain Officer – Support Services.

JOB PURPOSE

To Manage well-defined standard funds management and billing processes and activities to enable effective delivery of goods and services for all delivery modalities.

KEY ACCOUNTABILITIES (not all-inclusive)

Within delegated authority, the Logistics Officer (Funds Management and Billing) will be responsible for the following duties: 

  • Standardize LTSH management tasks and ensure compliance with the official procedures
  • Supervise proper recording of commitments in WINGS, services and goods receipt acknowledgement and effect “Releases” as required and in accordance to IPSAS guidlenines.
  • Manage the Logistics services payment process and advice on cost-effectiveness when required.
  • Prepare cash forecast to respond promptly to Logistics financial obligations; liaise with other units of the Country Office to ensure a better use of LTSH funds.
  • Carry out the Project LTSH budgeting as well as regular budget review on bi-annual basis (or whenever required). 
  • Perform regular reconciliations of funds to minimise shortfalls and surpluses.
  • Ensure the implementation of the ITS  invoicing tool to process all Logistics  invoices, and ensure that LESS data is used to process the  invoices.
  • Ensure accurate funds tracking during Project closure and resources transfer.
  • Ensure adequate funds are available in the Logistics Special Account (LSA) to cover expenditures related to Logistics clients’ cargo; monitor and report on consumption of LSA funds.
  • Contribute to the preparation of project documents, funding proposals and fund status reports as maybe requested.
  • Participate in Local Project Review Committee reviews for Cooperating Partner Field Level Agreements.
  • Update and implement Standard Operating Procedures for effective LTSH funds management
  • Support in the preparation of the quarterly CCTI Report.
  • Develop and enhance the LTSH funds/expenditure tracking system at CO, in addition to WINGS or other WFP standard systems in place
  • Supervise and manage the workload of Senior Logistics Assistants and oversee their supervisory functions over other GS staff; 
  • Provide training and technical guidance in the GS staff’s work.
  • Maintain close contacts with the Logistics counterparts and ensure LTSH management is in line with other Logistics functions.
  • Perform other duties as required

STANDARD MINIMUM QUALIFICATIONS

Education:     Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management and Administration, Shipping, Maritime Law or other related field, or First University degree with additional years of related work experience and/or training/courses.

Experience:    One year post graduate relevant professional experience with Master’s Degree, or three years post graduate relevant professional experience with a first University Degree

Language:     Fluency in both oral and written communication in Arabic and English. 

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Experience coordinating service providers’ contract execution.
• Experience arranging supplier deliveries and the discharge of WFP vessels (rail, air, or sea).
• Experience in evaluating offers and writing proposals.
• Experience in report writing.
