CONTEXTUAL BACKGROUND

The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Inside Syria, 7.6 million people are internally displaced and 12.2 million need humanitarian assistance, with 4.8 million in hard-to-reach areas. There are 3.8 million Syrian refugees in neighboring countries. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes, and infrastructure will take years to repair.

IRC is offering a robust humanitarian response to the Syria crisis. With an annual budget in excess of $140 million and a rapidly expanding portfolio, supported by more than 1,250 staff in the region, IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon and Jordan in the fields of health, child protection, education, women’s protection and empowerment, NFI and food distribution, cash assistance, water and sanitation, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding, and coordination.

Job Overview: The Senior Program Coordination Manager’s core function is to support the IRC Turkey Representative and the Program and Partnership teams in representing IRC’s Northwest Syria (NWS) multi sector humanitarian activities in meetings with donors, partners, clusters and any other relevant coordination forums in Turkey. This role requires knowledge of humanitarian program management, including for Health, Protection, Economic Wellbeing and Education, with a focus on coordination and partnerships.

Major Responsibilities:

Cluster and other actors coordination (~40% level of effort): Maintain appropriate contact with and represent IRC’s NWS Health, Protection, Economic Wellbeing and Education programming at relevant clusters, sub-clusters and working groups, in addition to coordinating with other actors in Turkey such as INGOs, NGOs, and other entities as agreed and in close coordination with the relevant Program Coordinators and Managers. This includes, but is not limited to: maintain an updated list of all relevant Turkey-based clusters and sub-clusters; actively participate in face-to-face meetings to represent IRC; advocate on IRC’s behalf in line with its NWS program strategy and desired outcomes; document meeting minutes and action points and report back to the relevant IRC program team; follow-through action points as required; further coordinate with other humanitarian actors bilaterally as the program requires.

Partner coordination (~40% level of effort): Maintain appropriate contact with and represent IRC at relevant partnership meetings as agreed and in close collaboration with the relevant Jordan-based program and partner focal points, including but not limited to: bilateral meetings with partners; partner trainings or workshops; partner coordination working groups; organize and facilitate project review and reflection project review and reflection events for IRC’s multi-partner projects; support in organizing logistics and coordination for these meetings; perform these and other tasks while championing robust partner relationship management characterized by the core partnership principles from IRC’s Partnership Excellence for Equality and Results System (PEERS) of responsibility, results-oriented approach, equality, transparency and complementarity.

Donor coordination (~20% level of effort): Represent IRC’s programming in face-to-face meetings with existing or potential Turkey-based donors to discuss ongoing or proposed programming opportunities, updates and any other issues as needed and agreed with IRC’s Jordan-based Senior Program Quality Coordinator and Deputy Director of Programs.

Overarching responsibilities:

Support IRC’s Turkey Representative in other representation as needed, for example with Turkey-based service providers contracted by the IRC such as third-party/contracted monitors, etc.

Prepare and share regular progress reports with IRC’s Turkey Representative and Senior Program Quality Coordinator and ensure relevant program and partnership focal points are aware of and understand any donor, partnership or coordination-related issues that may affect IRC's operations in NWS.

Participate in the development of and reporting against IRC’s strategy and strategic action plans in relation to coordination and partnerships.
