Project Overview:

ICMPD is inviting all interested candidates to apply for the Associate Project position for the EUROMED Migration V (EMM5) programme.

EUROMED Migration V (EMM5: 2020-2023) is a programme funded by the European Union (EU) and implemented by the International Centre for Migration Policy Development (ICMPD). It supports EU Member States and the European Neighbourhood Instrument Southern Partner Countries in establishing a comprehensive, constructive and operational dialogue and co-operation framework on migration, with a particularfocuson reinforcing instrumentsand capacitiesto develop and implement evidence-basedmigrationpolicies. EMM5 builds uponthe resultsof its first four phases, and tailors its activities around facilitating effective North-South and South-South regional dialogues and cooperation within the thematic areas identified in the Global Approach to Migration and Mobility

(GAMM): legal migration, irregular migration, migration and development and international protection, in addition to cross cutting topics such as migration governance and communication on migration. EMM5 has three components focusing on dialogue, knowledge management and development,communication andmigration narratives. EMM5 isinclusive initsapproach and actively engages with a broad variety of stakeholders including government institutions, international organisations, local authorities and civil society representatives, academia, and the media in addition to the private sector and the public in the implementation of its activities. Please note that this position is subject to approval and availability of project funds. 1Job Description:

The Associate Communication Officer supports the implementation of project communication and outreach activities towards external stakeholders in accordance with the developed and approved project communication strategy, under the supervision of the Communication Officer. The Associate Communication Officer supports the constant and consistent updating of project communication strategy, including the timely production of high-quality communication and outreach outputs including graphic material and text and lay-out for newsletters, monitoring social media posts and activity, events’ announcements and reports, website content and requests for graphic design activities with the designated service provider. S/he ensures that such activities are aligned with, in support of the approved project objectives, work plans and available communications budget, and in accordance with partners’ and donors’ visibility requirements and communication and outreach guidelines.

The Associate Communication Officer supports coordination of activities with partners, beneficiaries and other stakeholders as well as the organisation and monitoring of the work progress of project consultants and contractors.

The Associate Communications Officer contributes to the formulation and implementation of outputs andcontentsrelatedtoprojectcommunicationsandoutreachactivities.S/hepreparesinputstodrafts for new initiatives and donors and other substantive reports.

The Associate Communications Officerworks underthe supervisionofthe Communication Officer and in close collaboration with other members of project teams in matters related to communication and outreach activities. S/he collaborates with project assistant(s) for the implementation of relevant administrative activities.

Tasks and Responsibilities:

1. Implementation of Communications Activities:

Contribute to the planning and production of timely communication and outreach outputs according to the project(s) approved work plans;

Manage the editorial calendar under the Communication Officer’s supervision. Produce social media content and monitor related digital community management activities. Produce and edit website content and related web platforms.

Perform media monitoring on the issue of migration in the Euro-Mediterranean region. Liaisewithserviceprovidersofcommunication-relatedactivitiessuchasvideomakingandediting, photo shooting, digital outreach and graphic design. Participate in, contribute to and report on brainstorming sessions within the communication and outreach scope required for project support.

Contribute to the development and support for communication and outreach events, meetings, workshops and other activities with a focus on visual and promotional content. 2. Project(s) Communications, Administration and Compliance:

Support efforts to ensure that communication and outreach activities are implemented and outputsaregeneratedinanefficientandcost-effectivemannerinlinewithworkplansandbudgets as well as in accordance with partner and donor visibility requirements and communication guidelines.

2 Maintain project communication and outreach documentation and content (written, visual, digital) electronically as well as on hard copy files in an orderly manner. Support tasks related to communication management such as contract management, procurement quality control, to ensure compliance with the project’s visual and procedural guidelines.

3. Content, Reporting and Contribution to Communication and Outreach Development: Collect and assess data and analytics across a variety of digital platforms in order to make recommendations for improving both public image and online presence of the project. Compile and draft inputs on communication and outreach activities

Prepare inputs, edit and revise briefs, background papers, presentations, speeches. Edit and proofread documents.

Compile material and propose ideas for communications and outreach activities. Supportthedisseminationofprojectcontentandactivitiesviawebsitesandsocialmediachannels. Maintain a database of donors’ contacts, partners, speakers and media influencers. In order to assess the status of their project’s public image, regularly collect and assess data and analytics across a variety of digital platforms and make recommendations for improvement. Participate in meetings relevant to the project’s communications and outreach activities. Key Results:

Communication and outreach activities in the area of work assigned organised and implemented according to the work plan.

Communicationandoutreachoutputssupportedanddeliveredinatimelyandqualitativemanner. Definition, formulation and production of communication and outreach content supported according to high professional standards. .

Timely support provided to the Communication officer in support of all communication and outreach activities and with project partners, beneficiaries, and other stakeholders. Incumbent Profile:

A minimum of 1 year of position-relevant work experience

Experience with production of online content and newsletter tools.

Experience in social media management and content production.

Excellent writing skills and good presentation skills, in particular in the presentation of technical information.

Experience with communication tools and methodologies (such as online monitoring, web analytics,surveysorothermeasurementtools)andindevelopmentandanalysisofcommunication performance indicators;

Experience with Adobe Illustrator, Photoshop and In Design is an asset;

Experience in the field of migration is an asset.

3Corporate Qualifications:

Experience in an international context.

Proficiency in (verbal/written) English and Arabic is required; proficiency in French is an asset. Master´s degree related to the area of work.

Compensation:

ICMPD offers an attractive compensation package. This position is classified at IP1 Grade, with an annual net-base salary starting at EUR 35,484. Additional benefits include participation in the ICMPD Provident Fund, Health and Accident Insurance, six weeks’ annual leave and, where applicable, dependent’s and mobility allowances.
