Hubei Province Lead

Palladium is seeking a Hubei Province Lead for a Prosperity Fund health programme in China: Primary Care Response to COVID-19. This is part of the China Health Programme and will promote affordable, accessible and integrated healthcare services for managing COVID-19 and epidemic-potential disease, including for vulnerable groups, including ethnic minorities, remote rural populations, the older people and the socially excluded women, through three key areas at both national and local levels. The project will focus on strengthening management of NCDs, vaccination delivery and disease notification systems. PCRC-19 will operate at the national level, in Sichuan and in at least one other province.

Reporting to: Team Leader (Based in Beijing) Duration: 1 year, full-time

Responsibilities: Overall leadership and management of all aspects of the project in Hubei, including relationship management, coordination of partners and stakeholders and overseeing the technical, financial, and administrative matters to achieve the project’s objectives and successful delivery of the programme. Reponsible for managing project offices and staff in Hubei and will represent Palladium to key stakeholders. She/he will work with the team to ensure that reporting requirements of the donor in Hubei.

Technical Delivery
* Contribute to the technical and practical design of project activities and lead their delivery in Hubei .
* Contribute to the evaluation of project activities related to NCD management, vaccination delivery and disease notification systems.
* Develop strong working relationships and a regular dialogue on progress and challenges with relevant staff.

Relationship Management
* Build and maintain collaborative relationships with the Hubei provincial government and other stakeholders.
* Develop strong working relationships with the leadership of other health programmes in Hubei with similar aims, in particular other Prosperity Fund Health interventions, and exploit synergies where possible.
* Primary PoC for the Hubei consortium, implementing and development partners in the province.
* Develop strong working relationships and a regular dialogue on the programme with project and Palladium staff.
* Promote strong communications within the Hubei team (particularly geographically isolated staff)

Strategy and Operational Planning
* Lead with the TL and Outcome technical leads in the preparation of Hubei -specific work plans and budgets; staffing plans; performance improvement plans, and other plans as required.
* Liaise with the security team in ensuring the safety of all staff.
* Supervise Palladium’s day-to-day field presence in areas of operation in Hubei (including the project’s facilities such as office space, equipment, and project vehicles), administration, logistics and procurement.

Project Management
* With oversight from the TL, direct the programme team in Hubei to ensure achievement of programme objectives and milestones;
* Assume responsibility for development and implementation of workplans in Hubei to ensure delivery is on time, within budget, meets client and stakeholder expectations and is contractually compliant.
* Oversight of the implementation of PCRC-19 activities in Hubei by partners as per the workplan.
* Lisise with management to develop TORs for staff, brief and facilitate the interview and selection process for the technical staff;
* Develop and oversee the capacity of the Hubei team and line manage their performance in line with Palladium’s HR policy;
* Coordinate STTA inputs.
* Management of programme risk in Hubei within acceptable parameters agreed with Palladium and FCDO.
* Participate in management, team and interview review meetings-every month or fortnight-to enhance teamwork to create a unified vision, monitor and assess progress, and resolve bottlenecks.
* Oversight of expenditure on activities in Sichuan and ensuring accuracy of financial reporting and projections.
* Deputize for the TL or PD and lead at external stakeholder engagement events and functions in Hubei or when requested.
* Contribute to the development and implementation plans for results measurement, MnE, knowledge management, vfm analysis and communication management in Hubei where needed.
* Stay apprised of the evolution of the local context and on how to continuously adapt the program as a result.
* Monitor implementation progress in Hubei; maintain up to date project logs and registers; work to resolve issues, manage, and mitigate risks; and escalate material issues and risks as appropriate.
* Lead on maintaining the Hubei team’s awareness of FCDO policies and procedures and ensure the programme complies - especially to areas such as safeguarding policies, disabilities, social exclusion, gender, and environment.
* Lead on safeguarding, environmental and diversity & inclusion initiatives for the project in Hubei.

Required Qualifications:
* University degree or above in a public health related discipline, preferably holding a Masters degree; lack of academic background can be compensated by experience.
* Good knowledge of the realities of implementing health programmes in rural areas of China and experience resolving challenges.
* Experience of piloting new approaches to health care delivery in collaboration with Provincial and County administration desirable.
* Demonstrated experience in risk management.
* Strong expertise in a management role in complex programmes, including managing and mentoring members of staff. Specific Hubei province expeirnece desirable.
* Strong pre-existing relationships with the Chinese MoH and relevant health stakeholders in the province.
* Experience working with international donors on development programmes in a management role.
* Strong understanding of governance and public administration in the Hubei province.
* Fluency in Mandarin and English.
