Sustainable Landuse and Agriculture Officer

Under close guidance of the Senior Officer and Country Representative, the Officer applies specialized conceptual knowledge in support of project delivery in line with the Ugandan Country Planning Framework (CFP). The Officer provides day to day technical support internally as well as to relevant government counterparts. The position carries out analytical work related to his/her technical expertise and provides a wide range of contributions in support mainly of delivery of the planning, design, delivery, monitoring, evaluation, reporting and Sustainable Landscapes and Agriculture workstreams in Uganda

Purpose

 

  • Analyzes dynamic context, assesses issues and identifies opportunities in the sustainable landscapes/agricultural priorities of Uganda and integrates them into design and implementation of national program plans and activities;
  • Undertakes analytical SL/agriculture work and compile findings in a coherent manner to give guidance to project development and implementation;
  • Provides analysis and technical input into the review and development of new SL/agriculture policy and other strategic planning documents;
  • Play a major role in the implementation of specific projects, monitors budget, completes reporting, and seeks strategic direction from Senior Officer/Country Representative.
  • Provide support to different technical resources for smooth delivery of project outputs within stipulated timelines through proper communication and coordination;

 

Engagement

 

  • Coordinate with GGGI colleagues in Country Office and HQ on project related matters to enable delivery of high quality products in accordance with GGGI standards and ensure integrated delivery as “One GGGI”
  • Support the HQ and Country team in orientation and awareness of important stakeholders events through workshops, meetings and field visits;
  • Maintain close and frequent contact with local stakeholders (Government, associations and private sector) for greater buy in on planned and ongoing project objectives.
  • Support stakeholder engagement and strategic relationship building with government counterparts, donors and private;
  • Engage in stakeholder dialogues both internally and externally to support GGGI work in SL/agriculture.
  • Builds support and understanding working closely with national counterparts for application of green growth in development planning;

 

Delivery

 

  • Apply technical skills to prepares briefing notes, concept notes and analytical reports to support GGGI’s SL/agriculture work;
  • Acquire information/knowledge by participating in the assessment of program needs and resources to assist in SL/agriculture programme design, development and implementation;
  • Assess delivery issues and works with national counterparts to build common understanding and coordination on project activities.
  • Attend meetings, workshops, and other events and activities, both at national and subnational levels;
  • Support in identifying relevant information related to policy-driven issues, synthesis of best practices and lessons-learned directly linked to GGGI SL/agriculture program goals;
  • Support in GGGI’s knowledge base, project and activity portfolio, best practices and lessons-learned to promote adoption, replication and scaling up.

 

Requirements
Qualifications

 

  • Advanced academic degree in the field of agriculture, natural resource management or related fields.
  • At least seven years relevant experience in policy, project planning, and/or project implementation in agriculture and land use sector. Demonstrated experience in agro-forestry and forestry is an advantage.
  • Two additional years of relevant work, in combination with a relevant first level university degree may substitute for the requirement of advanced university degree.
  • Experience in project identification, design, preparation and/or implementation in agriculture and land use sector.
  • Experience in day-to-day engagement with Government ministries and agencies
  • Experience in engaging with private sector actors, including investors and banks and other stakeholders (NGOs, civil society) would be an advantage
  • Overall understanding of the concept of green growth and climate change vulnerability is an advantage.
  • Fluency in English and excellent report writing skills are essential.

 

Functional

 

  • Technical knowledge of Uganda’s agriculture sector (forestry is an advantage), policies, priorities, strategies and programs
  • A strong track record in undertaking agriculture research, analyzing country trends and drawing lessons learned.
