The mission of the Green Climate Fund is to assist developing countries to respond to climate change while bringing prosperity to their peoples.

Established in 2010, the GCF invests in transformational climate projects in the developing world. The Fund makes an ambitious contribution to global climate action and channels significant financial resources into developing countries to help build low-emission and climate-resilient societies.  It is country-driven and undertakes actions that reflect the circumstances of each country concerned and its national aspirations. The GCF is a key enabler of the 2015 Paris Agreement on Climate Change.

Since its establishment, the GCF has approved 111 projects in 99 countries and has committed USD 5.0 billion in climate finance. In addition, it has built up an extensive program to support developing countries to identify their needs, in particular, those who are most vulnerable to climate change impacts.

Position description

The Deputy Director, Adaptation, reporting to the Director of the Division of Mitigation and Adaptation, is responsible for leading the adaptation window of the Fund, ensuring that the adaptation team works effectively across the organization, with accredited entities and with developing countries, while upholding the Fund’s mandate for low-emission and climate-resilient development. The Deputy Director, Adaptation, leads the development of frameworks and processes promoting effective management of resources and integration of best practices into the team’s work, providing substantive guidance on strategic, methodological, technical and scientific matters, and coordinating the pipeline preparation of transformative projects leading to Board submission.

 

Duties and responsibilities

Purpose

  • Lead technical and strategic development within the area of adaptation in order to strengthen the organization’s delivery of its mission;
  • Create frameworks that synthesize best practice on adaptation;
  • Lead knowledge management on the Fund’s adaptation activities;

 

Engagement

  • Represent the area of adaptation to internal and external stakeholders in order to build GCF’s reputation as a thought leader;
  • Coordinate the adaptation team’s engagement with countries and accredited entities to improve the quality of project proposals, working closely with the Division of Country Programming and the Private Sector Facility.

 

Delivery

  • Provide management support to the Director, and supervise technical expert staff of the Division;
  • Lead the establishment and monitoring of an adaptation activity pipeline and portfolio, and support the implementation of the results management framework for adaptation; and
  • Lead pipeline preparation of transformative projects leading to Board approval, including upstream engagement with Division of Country Programming (DCP).

 

Required experience and qualifications*

  • Master’s degree in engineering, economics, environmental studies, or another relevant field;
  • 15 years of relevant professional work experience with evidence of project management experience in relevant sectors and areas where adaptation is a priority in developing countries (e.g. water management, agriculture, disaster risk management, etc.);
  • Broad knowledge of climate change and climate finance; and
  • Fluency in English with knowledge of Spanish and/or French an advantage.

 

*The person assessed by the Selection Panel as most suitable for the position will be proposed for appointment. Selection among short-listed candidates will also take into account performance at interview, appropriate testing, and references.
