In India, Jhpiego works across various states in close collaboration with national and state governments, providing technical assistance in the areas of family planning, maternal and child health, strengthening human resources for health, and non-communicable diseases. These programs are funded by USAID, Bill & Melinda Gates Foundation, David & Lucile Packard Foundation, Children’s Investment Fund Foundation (CIFF), MSD for Mothers and other anonymous donors.

Overview

The Digital Health Advisor will provide technical expertise to all projects dealing with digital health in Jhpiego India, which require his/her inputs and in particular the Intelligent Continuum of Care Platform Project, for the entire duration of the project. S/he will be expected to build the digital health portfolio in the India Country Office in close coordination with program directors at the ICO and with the digital health experts at headquarters.

For the Intelligent Continuum of Care Platform Project, the advisor will primarily serve as an expert who has a vision, can conceptualize, understand what it takes to develop, deliver, and maintain high quality digital health technologies for ANC Risk Stratification - Intelligent Continuum of Care project; and can take timely step to enhance the integration of technological solution in the project.S/he will provide technological oversight and management of the integrations of digital solutions at an operational and systemic level. The advisor will drive the overall technology integration and oversee the predictive analytics component of the program. The advisor will work closely with partners - ADP, Khushi Baby and Government of Rajasthan to ensure synergies and sustained adoption of Intelligent Continuum of Care platform.

Duration: 15 months initially (through Feb 2022) with a high chance of being a long term position, based on availability of fund

Responsibilities

• Provide technological leadership on complex digital technology and advanced data science for the consortium of partners with the Program Director

• Provide overall strategic, programmatic and operational direction to all partners and stakeholders during all phases of the program:

o Preparation

o Implementation

-Development of Integrated Platform

-Agile Develop and Test Analytical Model for New Data Sets

-Timely and effective integration of IoT enabled devices and need-based

reiteration

o End of Project – Documentation, Handover, Reporting

• Work with the Program Lead and clinical experts to ensure alignment, adoption and integration of the technology according to national guidelines for maternal and newborn health for best health outcomes
• Act as an advocate with the Government, donors, and partners to demonstrate the potential and success of the project for continued support and future scale up.

• Represent Jhpiego to donors, partners, and other external stakeholders. Assist in establishing and maintaining strategic partnerships with counterparts and donors to maximize the project’s impact.
• Provide technical inputs to other consortium partners in order to ensure user-friendly design and implementation approach for the Intelligent Continuum of Care platform

• Guide ICT associate and help in trouble shooting any unresolved issue related with technology part

• Work in collaboration with the M&E Lead and the whole team to conduct an analysis of program results, disseminate results, and share programmatic findings through various channels

• Responsible for technical integrity of platform and ethical deployment of algorithms

• Help ensure quality assurance for the project by upholding technical standards for digital interventions being deployed and routinely utilizing program data to identify program and country quality issues and trends and recommend strategies to resolve them.

• Provide support to the realization of external communication priorities including supporting the development of success stories, articles, publications, and other program and technical related communication materials that demonstrate Jhpiego’s technical expertise, results and programming excellence.
• Partnering with country-based subject matter experts and other business and technology leaders including Jhpiego HQ based experts, stay current on technological advances, health benefits and risks, and best practices relevant for the programs for which digital solutions can be integrated.

• Provide inputs related to digital technology and advanced data science, to other Jhpiego India programs, as and when required

• Based on capabilities, any other responsibility assigned by the supervisor.

Qualifications/Knowledge and Experience

• Master’s Degree (Public Health, Computer Science, or comparable field) with up to 7 years of total work experience

• At least 4 years’ experience with:

o Integration of software (management or development)

o implementing a digital health platform or technology at a large scale

o implementing digital health intervention in a clinical setting

o working with the health workforce as a primary user group

o project management

• Must have demonstrated experience:

o Managing highly strategic partnerships

o Deep understanding of technology and partner landscape pertaining to health systems in India
o Working knowledge of artificial intelligence and/or machine learning

development, processes, techniques, and implementation processes

o Working knowledge of digital technology software development and digital health devices (IoT)
• Ability to collaborate with others at all levels of the organization as well as vendors

• Deep understanding of evolving international health funding priorities, the key players, technical state-of-the-art thinking and priorities, and program development roles and opportunities

• Ability to translate between the public health and technology sectors.

• Strong oral and written communication skills; ability to communicate complex technical concepts in layman’s terms

• Ability to work in the Agile Development Cycle

• Ability to analyze datasets, structure hypothesis and learning questions, and interpret insights and outcomes from the data into programmatic action.

• Excellent organizational skills, ability to manage several major activities simultaneously and work in a complex environment with short deadlines and intense pressure to perform

• Willingness to travel to the district (upto 20% of his time)
