Position Overview

ACHIEVE is a five-year, USAID-funded global cooperative agreement with the dual objectives of attaining and sustaining HIV epidemic control among at-risk and hard to reach pregnant and breastfeeding (PBF) women, infants, children, and youth, as well as to mitigate the impact of HIV/ AIDS and prevent HIV transmission among these populations; and supporting the transition of prime funding and implementation to capable local partners in order to meet the PEPFAR goal of 70% of funding to local partners.

ACHIEVE has been funded by USAID in Zambia to implement a four-year activity which aims (1) to strengthen the capacity of the Ministry of Community Development and Social Services (MCDSS) to improve service outcomes and reduce the incidence of HIV in Vulnerable Children and Adolescents (VCA) and their families to accelerate and maintain epidemic control (2) build the capacity of the MCDSS and community structures to deliver quality social services and provide comprehensive case management for beneficiaries and (3) build MCDSS’s capacity to successfully implement Government-to-Government activities in accordance with USAID’s policies and procedures. ACHIEVE will begin Activities in Zambia in October 2020.

The Project Director (PD) will provide overall technical leadership and operational oversight for the project and will serve as the primary liaison with USAID, MCDSS, ACHIEVE’s global management in DC, and relevant project stakeholders. The PD will ensure that the project’s goals, objectives, and strategy are achieved and that contractual requirements are met on time and within budget. S/he is responsible for directing the entire project team and managing the critical relationship with local and international partners and other key stakeholders in coordination with partners, USAID and HQ.

Key Responsibilities

  • Provide overall management, strategic direction, and leadership to the project to achieve expected project goals and results within budget and timeframe.
  • Serve as the principal liaison with the USAID Activity Manager in Zambia
  • Responsible for reporting program results and cultivating and maintaining a positive relationship with USAID staff.
  • Act as a liaison to relevant ministries within the Government of Zambia to ensure smooth implementation of the project while laying the groundwork for sustainability.
  • Ensure close coordination and integration with the Empowered Youth Program implementers as well as other USG and PEPFAR-funded implementers.
  • Ensure compliance with Pact policies and procedures, USAID, USG, and local laws, regulations, policies, and procedures.
  • Manage project budget to meet expected results, ensuring cost-effective use of donor and Pact resources.
  • Ensure that Pact provides high-quality technical assistance to the Government of Zambia and local partners; conduct regular monitoring and mentoring visits to partners.
  • Provide targeted technical assistance to the MCDSS to improve service delivery to VCA
  • Supervise staff who may be embedded at government ministries
  • Strengthen coordination between multi-sectoral stakeholders, lead joint-planning sessions and develop formal relationships
  • Coordinate with ACHIEVE global staff in the successful programmatic and technical implementation of the project including the timely completion of high-quality work plans, SAPR and APR, and other mandated deliverables.
  • Hire, supervise, and mentor project staff.

Basic Requirements

· Advanced degree (Masters or higher) in a relevant field such as public health, social work, etc.

· At least 10 years of senior-level management experience managing and implementing public health or service delivery assistance programs in developing or transitional countries, with strong preference for candidates with experience in Zambia or other sub-Saharan Africa contexts.

· Previous senior-level management experience working on USAID- or PEPFAR-funded OVC, systems strengthening, technical assistance, and/or capacity building projects.

· Demonstrated track record of successfully building and effectively managing diverse teams of employees.

· Demonstrated effective interpersonal and creative problem-solving skills.

· demonstrated ethical management practices.

· Ability to develop and maintain strong relationships with government and civil society partners.

Preferred Qualifications

  • Demonstrated knowledge of USAID’s objectives and Journey to Self-Reliance.
  • Zambian work experience necessary; Zambia National preferred.
